Program AnalystLocation: Aberdeen Proving Ground, MDClearance Required: Secret Clearance**This position is contingent upon contract award**Job Description and Responsibilities:Experience in acquisition financial management, including the formulation, management, execution, and defense of program budgets within the Planning, Programming, Budgeting, and Execution (PPBE) phases.This includes manpower management; responses to requests for information (RFIs) and program management tasks; justifying and defending against proposed funding changes and potential delays in program spending; and the development of budget exhibits, presentations, and lifecycle analyses to facilitate mission success within the programs.Serve as a requirements and cost integrator, coordinating amongst internal and external stakeholders.Possess knowledge of Department of War acquisition policies, regulations, and legislation (e.g., DoD 5000.02, DFAS 37-100, DoD 7000.14-R, etc.).Ability to plan and assist with major system lifecycle support tasks as required (i.e., manage program cost, schedule, and performance against an approved Acquisition Program Baseline).Ability to enter, retrieve, manage, and present data contained in Government systems such as the Defense Acquisition Visibility Environment (DAVE), Project Management Resource Tools (PMRT), associated applications such as the Comprehensive Cost and Requirements (CCaR) system, the Procurement Integrated Enterprise Environment (PIEE), and the Army Equipping Enterprise System (AE2S).Qualifications:A minimum of five (5) years experience as a Cost Analyst is requiredBachelor's Degree in Business or AccountingSubstitutions: Four (4) additional years of related experience will substitute for Bachelor's degreeAbout Semper Valens Solutions:Semper Valens Solutions, Inc.
