Job Summary
Under the direction of the General Services Director or designee provides strategic leadership, management, organization, direction, and supervision of all operations and activities of the County's DWI Program. Demonstrates strong ethical, professional, and service oriented leadership. Responsible for coordinating, planning, implementing, training, monitoring and evaluating staff. Clients and contractors. Oversees all DWI Planning Grant program efforts. Oversees the performance management and morale of the Department staff. Exercises independent judgment and discretion; develops plans and administers the program budget; monitors all DWI Grant activities; provides evaluation of project progress and impact: supervises staff and contractors. The Coordinator also oversees the Teen Outreach Program grant initiative. This position is responsible for the coordination, planning, evaluation, monitoring, implementation and direction of all Grant County DWI Program activities.
Essential Duties
  • Facilitate the daily operations of the DWI Program by overseeing all funded components of the local DWI Grant including staff supervision, program component initiatives, goals and outcomes.
  • Establish in conjunction with the DWI Planning Council, a County wide DWI Program todevelop and/or assist in the development of DWI prevention activities and policies; promote community awareness of DWI problem and prevention programs; development of alcohol freealternative community activities; promotes youth, business, school and community participationin designating social activities; assists and/or develops community training programs andconferences to build alcohol avoidance skills in County youth.
  • Prepare and submit Local DWI (LDWI) Program and Distribution Funding on a quarterly andyear-end bases as required by the County, City and State procedures.
  • Make reimbursements and expenditures according to the rules and regulations of the Departmentof Finance and Administration. Maintains proper records for the DWI Grant, Distribution funds.
  • Prepare grant applications, requests for proposal and other documents as needed by the program.
  • Plans, prepares, maintains and adjusts annual budgets according to funding availability and the needs of the Program.
  • Writes and administers contracts for services including treatment and evaluation.
  • Responsible for the hiring, assignment, evaluation and discipline of department personnel; follows County, departmental and statutory policies and procedures when dealing with personnel matters.
  • Establishes operational standards for the Department.
  • Ensures that relevant educational and professional development opportunities are provided for all employees.
  • Strives to continuously improve the professional capacity of the staff.
  • Meet regularly with the DWI Planning Council and other entities to be determined by that bodyand the General Services Director.
  • Serves as liaison between the State, County, Program andappropriate community and agency officials for the establishment of DWI prevention programsand initiatives.
  • Prepare and present updates to County Commissioners
  • Attend DWI Grant Council Meetings
  • Will be required to assist with and/or perform duties of other departmental employees
  • May be required to work irregular hours, attend job related meetings, and perform all duties with minimal supervision.
  • Must be able to meet deadlines and work under pressure.
  • Applicant must disclose real or perceived conflicts of interest and must abide by the Governmental Conduct Act (NMSA 10-16-1 (et. seq.).

Minimum Qualifications
  • High School diploma or equivalent recognized certificate.
  • Bachelor's degree in social work or a related field.
  • Or combination of experience in the area of substance abuse prevention, addiction assessment and treatment, DWI program administrator and/or research to equal four (4) years.
  • Must have the ability to operate a computer, its software and general office equipment
  • Valid New Mexico State Driver's License. Must have a good driving record to be insurable for liability purposes.
  • Proficient in the use of MS Office and financial management software.
  • Possess good organizational skills
  • Possess excellent communication and interpersonal abilities.
Preferred Qualifications:
  • Two (2) or more years of supervisory/management experience
  • Experience working in a county/local government environment
  • Experience working in a broad diverse culture
Professional Requirements
  • Successful completion of interview by County representative(s) who will measure traits that are significant or necessary to perform the job and demonstrate the applicant's ability to relate ideas and answer questions relative to the job.
  • Successful completion of required training, including but not limited to Cardiopulmonary Resuscitation (CPR), and Defensive Driving within one year from date of hire.
  • Adhere to dress code, business casual dress is neat and clean.
  • Report to work on time and as scheduled.
  • Represent the County in a positive and professional manner at all times, including use of tact when working with a wide range of individuals, including the public, often under tense circumstances.
  • Comply with all County policies and procedures, and standards regarding ethical business practices in accordance with the Governmental Conduct Act, NMSA 1978, Chapter 10, Article 16.

Supervisory Controls:
  • The incumbent performs under the administrative supervision of the County Manager or assigned designee, who provides work assignments, instructions and explains overall job duties and objectives. The work is normally performed independently; however, the supervisor is usually available for guidance on new or unusual situations. The County Manager or assigned designee will spot check work for productivity, accuracy, and timeliness.

Retirement - All full-time employees participate in the Public Employees Retirement Association (PERA). As an employee, you will contribute a percentage of your salary towards your retirement. Grant County, also, contributes a percentage towards your retirement. Currently, for regular employees, Grant County contributes 20.4125% to the employees 3.03%. For law enforcement employees, Grant County contributes 35.1250% to the employees 4.8250%.
Paid Holidays - Regular, full-time employees are eligible for the thirteen (13) holidays designated by the County Commission. In addition, all regular, full-time, and part-time employees are entitled to one (1) Personal Day per year.
Vacation - Regular, full-time, and part-time employees are entitled to paid vacation. Full-time employees accrue vacation at the rate of five (5) hours per pay period for each two (2) weeks of service. In a calendar year, this equates to 16.25 days. Part-time employees accrue vacation on a prorated basis according to the number of hours worked per pay period.
Sick Leave - Regular, full-time, and part-time employees are entitled to paid sick leave. Full-time employees accrue sick leave at the rate of four (4) hours per pay period for each two (2) weeks of service. In a calendar year, this equates to 13 days.
