Job description

Cole Engineering Services (CESI), a By Light company, is recognized as a premier provider of modeling and simulation (M&S) training solutions to the Federal Government and industry. Since 2004, CESI has been at the forefront of developing, maintaining, and integrating simulation-based training, serious gaming, technical services, training and other support in live, virtual, constructive, and gaming (LVCG) domains.  CESI also designs, builds and runs infrastructure, platforms, applications and processes that enable cyber training for the integrated multi-domain force. Our vision is to become a worldwide full spectrum LVCG and cyber training/analysis developer, integrator and services provider.


Work closely with Procurement Director, Director of Contracts, and program staff to ensure compliance with contract performance requirements.


  • Develops, negotiates, and administers subcontracts of all types, including Firm Fixed Price (FFP), Cost Plus, and Time and Material (T&M), with moderate risk and complexity.
  • Maintains familiarity with FAR and DFAR requirements.
  • Reviews solicitations and prepares subcontractor Requests for Proposals (RFPs).
  • Evaluates subcontractor proposals and prepares documentation for price and cost analysis.
  • Negotiates price, cost, terms, and other subcontract provisions.
  • Collaborates closely with program staff to ensure compliance with contract performance requirements.
  • Exercises independent judgment in selecting methods and techniques to achieve solutions.
  • Contributes to the development and achievement of organizational goals and objectives.
  • Works under limited direction, applying independent judgment while receiving general instruction on progressively more complex, non-routine assignments.

  • Bachelor's degree in Business Administration or a related field from an accredited college or university.
  • Relevant experience may substitute for education if the candidate has 2+ years of Government subcontract administrative experience.
  • Minimum of two years of experience in contracts administration, subcontracts administration, or pricing related to
  • Government contracting.
  • Strong analytical, communication, and presentation skills.
  • Ability to work independently.
  • Knowledge of business principles such as procurement, contract law, finance, and accounting.
  • Working knowledge of Federal Acquisition Regulations (FAR).
  • Familiarity with Government Approved Purchasing Systems requirements.
  • Understanding of general defense contracting practices, including administration and pricing, and the ability to interpret and negotiate contract terms and conditions.

Please note that pursuant to a government contract, this specific position requires U. S. Citizenship status with ability to obtain a SECRET to TOP SECRET security clearance. Security Clearance requirements will be specified in the Government's Task Order.
