Amentum is seeking a Program Manager for our Specialized Survival, Evasion, Resistance, and Escape (SERE) Training Program in Southern Pines, NC. This is a key personnel position and has full authority to act on behalf of Amentum for all matters on this effort. The Program Manager, is responsible for and will oversee all aspects of this program including but not limited to employee workforce management, financial performance, customer support and interface, logistics and procurement, business development and proposal support, facility management, resource and training coordination, instructional oversight and assessment, curriculum development, project management, subcontractor management, quality assurance and adherence to the performance Work Statement, Services Summary, DoW policy and guidance. Responsibilities include but are not limited to: * Synchronize customer and contractor activities to ensure mission success with services provided to the customer IAW the PWS and company policies. * Manage the employee workforce to include career goal planning/progression, performance, work schedules with leave and holidays, serve as hiring manager, develop and manage a staffing and recruiting plan, ensure adherence to company policies, position compensation, services position architecture, communications, additional responsibilities and ensure a healthy and productive work environment. * Review and approve timecards and expense reports to ensure compliance with company policies for timekeeping, travel and other expenditures. * Coordinate, direct and manage the work of subcontractors and Independent Contractors supporting the program. Develop work statements, procurement documents, manage funds and labor hours, review invoices and, submit and process invoices for payment through company systems. * Manage the financial performance and execution for the contract. Work with company Financial Analyst to develop a Spend Plan within the established awarded funding, create and update an Estimate-At-Completion to track financial performance, identify and report financial Risks and Opportunities, use Earned Value Management for contract scope, time and cost, review and approve invoices and, prepare and submit the financial deliverable report. * Prepare and submit contract deliverables IAW accordance with the PWS, Services Summary and Contract Data Requirements List. * Maintain and operate the local, leased, company office and all required utilities to support daily activities. Ensure all workspaces are compliant with OSHA and Amentum Environmental, Health and Safety policies, directives and guidelines * Manage logistics support to the program following approved project plans, spend plans and company procurement policies. Work with Amentum Global Supply Chain Management and with the Amentum business systems to procure services and materials. Create, review and approve Purchase Requisitions and track procurement activities. Review and approve purchases made on assigned employee purchase credit cards. * Participate in weekly, bi-weekly, and monthly customer and leadership meetings as required. * Participate in company business development activities and opportunities to include proposal development and management, pricing support, quality assurance plans and strategic growth plans. Required Knowledge, Skills and Abilities: * Ten (10) years of documented experience providing oversight of multi-functional project teams and planning and managing program level activities within scope, funding and schedule constraints. * Five years of demonstrated program management experience, or an equivalent combination of relevant leadership, project management, and operational experience. * Demonstrated strong management and leadership skills with progressively increasing responsibilities for number of personnel and budget amount; exceptional written and oral communications skills; familiarity with industry best practices; and contract and subcontract management. * Demonstrated knowledge, skills and abilities in project management, task management, budgeting, scheduling, team coordination, quality and productivity measurement, customer and stakeholder satisfaction, motivating and mentoring employees and teams, and coordination of Independent Contractors and subcontractors. * The above experience should demonstrate the capability to deliver products under conditions of high operational tempo, frequently adjusting priorities and flux in requirements, on time and within budget. It should also demonstrate the ability to interface effectively with senior members of external organizations to develop and support program positions, to justify program recommendations, and communicate effectively in both oral and written formats. * Excellent customer service, interpersonal, and communication skills * Ability to multi-task, organize, and prioritize multiple on-going projects * Must have an active a Secret US Government Clearance and the ability to obtain and maintain a Top Secret/SCI US Government Clearance. Note: US Citizenship is required to obtain a Secret US Government Clearance. * Familiar with Federal Acquisition Regulations (FAR) as it relates to managing contracts and interfacing with the contracting office. Work directly with the Amentum Contracts Management team. * Thorough knowledge of MS 365 Apps for business with focus on Word, Outlook, Teams and excel. * Some travel required. Desired Qualifications * Bachelor's degree or higher in a related field is highly desired. * Minimum of five years of SERE Instructor experience with demonstrated success in a Lead Instructor position overseeing training delivery, instructor development, and course execution * Project Management Professional (PMP) certification Compensation Details:
