Description
SCOPE: This position provides analytical, project management, and administrative support to the Development Department and reports directly to the Development Director. The Development Analyst supports affordable housing and Low-Income Housing Tax Credit (LIHTC) transactions throughout the development period, beginning when a property is under contract and/or a Letter of Intent is executed and continuing through the completion of the project and disbursement of all development funds.

ESSENTIAL DUTIES AND RESPONSIBILITIES:The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required.
• Underwrite multifamily real estate investment and affordable housing development opportunities with accuracy, sound judgment, and attention to detail.
• Correspond professionally and respectfully with property owners, brokers, lenders, consultants, and other external partners to gather and organize due diligence materials.
• Coordinate market research and analyze relevant market data to support development and investment decisions.
• Analyze LIHTC and other affordable housing programs, financing structures, and development requirements to determine project feasibility and identify potential risks and opportunities.
• Assist with the coordination and management of multiple affordable housing transactions, including the acquisition, development, refinancing, and/or rehabilitation of affordable housing projects, including projects utilizing LIHTC.
• Assist with working with lenders, including but not limited to FHA, to secure debt financing for new construction, acquisition, rehabilitation, and refinancing activities.
• Assist project teams with the preparation, coordination, and submission of affordable housing funding applications and related documentation.
• Assist with the development, maintenance, and updating of financial models, project budgets, and financial analyses throughout the development process.
• Support and as assigned, oversee seller, buyer, lender, and other due diligence checklists to ensure required items are accurately tracked and completed in a timely manner.
• Provide research, financial, and analytical assistance to support development activities, project recommendations, and decision-making.
• Track project status, coordinate meetings, document action items, and monitor internal and external deliverables to promote accountability and timely completion of project milestones.
• Order and critically review third-party reports for development projects, identifying discrepancies, concerns, and items requiring additional review or follow-up.
• May assist with coordinating and assembling construction funding draw requests for review by the Development Director, ensuring consistency with approved project budgets and financing requirements.
• Assist with obtaining funding approvals from financial partners and oversee the facilitation and tracking of funds once released to support timely payment and/or reimbursement of eligible project costs.
• Track interest payment deadlines and other financial obligations during construction and promptly communicate upcoming deadlines or potential issues to the Development Director and appropriate project team members.
• Maintain organized and accurate project records and documentation in accordance with established CMHA procedures and applicable regulatory and funding requirements.
• Communicate proactively and professionally with internal departments, project partners, vendors, consultants, lenders, and other stakeholders, providing timely updates and escalating issues when appropriate.
• Demonstrate initiative and creativity in identifying opportunities to improve processes, resolve project issues, and support the successful completion of development activities.
• Demonstrate professionalism, respect, and exceptional service in interactions with internal and external stakeholders and contribute to positive, productive working relationships.
• Maintain confidentiality and exercise integrity and sound judgment when handling financial, project, organizational, and other sensitive information.
• Take ownership of assigned responsibilities and follow through on commitments in accordance with established deadlines and expectations.
• Perform additional duties and special projects as assigned.

EDUCATION / EXPERIENCE / CERTIFICATIONS
• Bachelor's degree, preferably in business, real estate, finance, economics, communications, or a related field.
• One (1) to three (3) years of experience in real estate development, real estate brokerage, affordable housing, finance, project management, or a related field is preferred.
• Experience with affordable housing, LIHTC, real estate finance, financial modeling, or development projects is preferred but not required.
• Equivalent combinations of education, training, and experience may be considered where appropriate.

The employee must be able to perform essential job functions in an environment that could have increased stress levels.
OTHER: The candidate must possess and maintain a valid driver's license in state of residence and maintain an insurable driving record under the terms and conditions of the CMHA auto liability policy. The candidate may have no more than 6 accumulated points in 3 consecutive years.
