Quality Assurance Specialist for Command Level I Program NSWCPD Code 00Q

Philadelphia, PA

Responsibilities:

Position is for the Quality Assurance Specialist, NSWCPD Code 00Q support, to be part of team supporting Quality Assurance and Technical Administration Support services. This support will include supporting: Quality Management System Program, Systems Engineering Process (SEP) Quality Assurance Program, Shipboard Work Quality Assurance Program, Command Level I Material Program, SUBSAFE Program Office, Special Programs/Test Site Quality Assurance, and Naval Foundry Propeller Center (NFPC).

The primary support will be to the NSWCPD Quality Management Office C/00Q Quality Management System (QMS). The QMS is focused on consistently meeting customer requirements and enhancing customer satisfaction, ensuring that functional areas are compliant with Navy standards and the NSWCPD QMS. The QMS Division ensures that the performance and quality of services conform to established internal and external standards and guidelines. NSWCPD C/00Q is responsible for providing quality planning, quality control, quality assurance and quality improvement, and the oversight of functional areas to ensure continuous process improvements are implemented. The QMS team facilitates and participates in Critiques and trouble reports, conducts audits, surveillances and self-assessments, inputs, tracks and evaluates command quality commitments, maintains Quality Management System (QMS) and website repositories.

The Quality Assurance Specialist will be part of the support team to ensure, enact, and validate project execution in accordance with Department of Navy requirements and within time constraints. The Quality Assurance Specialist will:

- -ensure that all NSWCPD Level I Material is procured, handled, stored, certified, and installed IAW NAVSEA โ€“ 0948-LP-045-7010, as well as the applicable NSWCPD Quality Management System (QMS) procedures.

- be proficient in reading and understanding complex electromechanical engineering drawings/blueprints.

- have an expert level of knowledge with the Navyโ€™s SUBSAFE and the Level I Material Program (LIMP) - specifically a comprehensive understanding of NAVSEA 0948-LP-045-7010, Rev 3, Volume 1, Material Control Standard.

- -develop and recommend procedures and work instructions in accordance with the Commandโ€™s Quality Management System for Government approval. The specialist will assist the C/00Q LIPM Program Manager (PM) in developing Command Level I Quality Management Procedures and/or Critical Functional Procedures.

- travel to the production contractorโ€™s facility in order to perform vendor audits to ensure that the vendor is compliant and eligible to procure Level I material IAW NAVSEA 0948-LP-045-7010, Rev 3, Volume 1, Material Control Standard. At the end of each trip, the specialist is required to provide a trip report.

- review procedures, and work processes IAW applicable NSWCPD Quality Management Systems Quality Management Procedures.

- develop and update various tracking spreadsheets as needed and enter in government shared drive.

- work with LIPM/C00Q QMS group to develop an NSWCPD internal on-site surveillance plan and attribute lists in all the Level I functional areas.

- monitor Level I Command Quality Tracking System (CQTS) Item due dates and assist in developing item responses.

- prepare research, perform and conduct surveillances on all Level I functional areas in accordance with NSWCPD Command Level I Material Program Critical Function Process (CFP) - 1.0.

- prepare for research and conduct Level I functional area surveillances as required.

- attend and participate in meetings, as required and report any โ€œLevel Iโ€ related concerns noted to the LIPM.

- attend Level I Program Team meetings as required.

- assist the LIPM in all internal and external audits of the NSWCPD Level I Program.

- manage NAVSEA 07Q and 05R3 audit card due dates, update audit card tracking spreadsheets, and assist in developing audit card responses.

- record all completed Surveillances on Level I Surveillance POAMโ€™s located on the C/00Q shared Drive.

- track issued command Level I training to ensure NSWCPD workforce compliance, and report status back to the LIPM. Maintain a SharePoint website track personnel training matrix, sending out training reminders as due dates approach. Updating weekly presentation slides for various meetings.

- expected to meet the following daily physical demands:

โ€ข Standing for excessive periods of time.

โ€ข Climbing ladders.

โ€ข Subjected to loud environment.

โ€ข Subjected to fluctuating climate temperatures.

โ€ข Squatting and ducking to maneuver through congested spaces.

Requirements:

  • Must be a US Citizen with a Secret Security Clearance
  • High School Diploma or equivalent.
  • Target Experience: Five (5) years of relevant QA work experience. The contractor employee shall have experience in performing various quality assurance functions such as Quality Planning, Inspection and Testing, Auditing, review of Objective Quality Evidence, and Quality Management, and/or services that are essential to the safe operations of United States (U.S.) Submarines and Naval Level I Material Program. They shall also have experience in supporting the development procedures and work instruction for governmental approval in support of departmental Quality Programs. The contractor shall be proficient in reading and understanding complex electromechanical engineering drawings/blueprints. .

Possess the following skills and perform the following duties:

โ€ข Knowledge of Quality Systems that meet MIL-I-45208/ISO 9001 standards.

โ€ข Effective communicator (oral and written).

โ€ข Experience with Adobe, and Microsoft Office Suite programs.
