Main Purpose of Job

A Procurement Officer I is the intermediate level of\r\nprofessional work for the Office of State Procurement within the Department of\r\nGeneral Services, in agency procurement sourcing and award activities.\r\nEmployees in this classification provide agency procurement technical\r\ninterpretation, instruction, guidance, and assistance in accordance with State\r\nlaws and regulations. Employees in this classification do not supervise other\r\nlower-level Procurement Officer positions; however, they may supervise clerical\r\nand support staff. \r\n

POSITION DUTIES

Duties include, but are not limited to:\r\n Develops contract specifications\r\nincluding performance and acceptance standards, payment terms, contract\r\nmanagement elements, contract modifications, contract renewals and\r\nadvertisement requirements in accordance with State procurement procedures,\r\nlaws and regulations for the procurement of all necessary supplies and\r\nservices.\r\n\r\n Conducts pre-bid/pre-proposal conferences,\r\nsite inspections, explains procurement requirements, establishes procurement\r\nprocedures, and schedules, participates in, and conducts offerors' discussions\r\nand contract negotiations.\r\n\r\n Manages the advertisement of procurement\r\nopportunities, distributes specifications to vendors, conducts vendor\r\nconferences, receives and secures bid or proposals, oversees the evaluation\r\nprocess and contract award\r\n\r\n Examines bid proposals to determine issues of\r\nresponsiveness and responsibility.\r\n\r\n Negotiates the most favorable prices, terms\r\nand conditions for noncompetitive sole source and emergency procurements.\r\n\r\n Prepares minutes of pre-bid/pre-proposal\r\nconferences, addenda to Requests for Proposals (RFP)/Invitation for Bids (IFB)\r\nand answers written questions from potential bidders and offerors.\r\n\r\n Assembles statistical and narrative data and\r\nprepares reports for use in evaluating State procurement activity and\r\nperformance measurement.\r\n\r\n Other related duties as required by the job\r\nthat directly or indirectly impact the performance of the Office of State\r\nProcurement.\r\n

MINIMUM QUALIFICATIONS

Experience: Five\r\nyears of experience, one year of experience in contract management or\r\nprocurement involving duties such as: soliciting, evaluating, negotiating and\r\nawarding contracts and ensuring compliance with governmental procurement laws,\r\nregulations and conditions and an additional four years of\r\nprofessional contract management experience or professional procurement\r\nexperience.\r\nNotes:\r\n1.\r\nCandidates may substitute certification as a Certified Public Manager from the\r\nNational Association of Purchasing Management; Certified Professional Contracts\r\nManager from the National Contract Management Association; Certified Public\r\nPurchasing Officer or Certified Professional Public Buyer from the Universal\r\nPublic Purchasing Certification Council (National Institute of Governmental\r\nPurchasing, Inc. or National Association of State Purchasing Officers) for the\r\nadditional four years of the required experience.\r\n2.\r\nCandidates may substitute the possession of a Bachelor's degree from an\r\naccredited college or university and one year of experience in\r\ncontract management or procurement involving duties such as: soliciting,\r\nevaluating, negotiating and awarding contracts and ensuring compliance with\r\ngovernmental procurement laws, regulations and conditions for the required\r\nexperience.\r\n3.\r\nCandidates may substitute additional graduate education at an accredited\r\ncollege or university, at the rate of thirty credit hours for the required\r\nexperience.\r\n4.\r\nCandidates may substitute U.S. Armed Forces military service experience as a\r\ncommissioned officer in Contracting, Industrial Management or logistics\r\nspecialist classifications or administrative support specialty codes in the\r\nprocurement or financial management fields of work on a year-for-year basis for\r\nthe required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following\r\npreferred qualification(s). Include clear and specific information on your\r\napplication regarding your qualifications.\r\n\r\n Knowledge of the theories, principles and practices of public procurement\r\nadministration.\r\n Skill in conducting procurements.\r\n Ability to prepare accurate and complete contracting and purchasing\r\ndocuments.\r\n Ability to work and complete assignments under strict timelines.\r\n Experience at a Maryland State agency\r\nas a Procurement Officer.\r\n Intermediate experience\r\nwith FMIS, eMMA, Google suite, and Microsoft Office suite\r\n

1.Employees in this classification may be assigned duties which require the operation of a motor vehicle.
