The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Executive Branch, EOTSS oversees enterprise technology systems, digital infrastructure, statewide IT services, the Commonwealth Security Operations Center, and an enterprise standard operating environment that supports over 125 agencies and 43,000 employees.

About the Role

The Budget and Procurement Analyst Intern will play a key role in supporting the financial health and operational efficiency of the Operations department of our organization. Under the guidance of the Chief Operating Officer, and in close collaboration with the Procurement Analyst and broader Operations team, the intern will assist in the full budget lifecycle-from preparation and monitoring to analysis-and support the complete procurement and contracting process.

This internship offers hands-on experience in financial planning, procurement operations, vendor management, contracting workflows, and IT operations logistics within a statewide enterprise environment. This intern will gain deep exposure to public-sector budgeting, procurement rules, and operational management.ย  A core focus of the role is learning and mastering the EOTSS procurement process, supporting vendor communications, assisting with contract renewals, and ensuring compliance with Commonwealth purchasing policies.ย 

The primary work location for this role will beย 200 Arlington Street, Chelsea, Massachusetts 02150.ย The work schedule for this position isย Monday through Friday, 9:00am - 5:00pm EST. This position is expected to follow aย hybridย model of reporting to work that combines in-office workdays and work from home days as needed.ย ย 

Duties & Responsibilities

Procurement Support

ย ย ย ย ย ย  Assist with preparing and routing purchase requests, purchase orders, and renewals.

ย ย ย ย ย ย  Collect vendor quotes, forms, and supporting documentation.

ย ย ย ย ย ย  Update and maintain procurement trackers, deadlines, and contract status logs on our team SharePoint Site.

ย ย ย ย ย ย  Support the development of RFQs, RFPs, and documentation packages.

Budget & Finance Support

ย ย ย ย ย ย  Assist the Budget & Procurement Analyst with maintaining budget spreadsheets, track expenditures, and compare actuals to planned budgets.

ย ย ย ย ย ย  Assist with preparing summary reports for leadership and team review.

ย ย ย ย ย ย  Support invoice processing and help reconcile discrepancies.

Vendor & Contract Management

ย ย ย ย ย ย  Maintain and update vendor files, contact lists, and documentation.

ย ย ย ย ย ย  Help monitor contract expirations and renewal cycles.

ย ย ย ย ย ย  Conduct vendor research and summarize pricing or service comparisons.

Compliance & Documentation

ย ย ย ย ย ย  Ensure all procurement documentation meets internal and state procurement requirements.

ย ย ย ย ย ย  Organize procurement files in Teams/SharePoint.

ย ย ย ย ย ย  Gather information for internal reviews or audits as needed.

Administrative & Operations Support

ย ย ย ย ย ย  Assist with improving team workflows and updating SOPs.

ย ย ย ย ย ย  Support special projects for the Operations and Technology teams as needed.

Required Qualifications

ย  Strong organizational and communication skills.

ย  Ability to handle confidential or sensitive information responsibly.

ย  Proficiency with Microsoft Office (Excel, Word, Outlook).

ย  Initiative, adaptability, and willingness to learn procurement and budgeting processes.

Preferred Qualifications

ย  Currently pursuing a bachelor's degree in business administration, Finance, Public Administration, Economics, or a closely related field.

ย  Coursework or interest in finance, business, public administration, or IT operations.

ย  Demonstrated analytical skills and experience in retrieving, manipulating, and analyzing complex data sets.

ย  Experience in Excel (formulas, filters, pivot tables).

ย  Prior administrative or budget-related experience is a plus.
