Job description

Summary
The Procurement Programs & Systems Data Manager draws on their extensive knowledge of data and data systems to oversee the electronic transactions of Supply Chain Management in Allegiant Information Systems and other Procurement Programs and Systems. They act as the central touchpoint, representing the Procurement Organization when interfacing with IT, eMRO, and other relevant support teams. The Data Manager oversees relationships with Aeroxchange, aircraft part vendors, and other third-party software vendors to ensure that minimum system standards are met. They continually strive for fully paperless Procurement processes, including Requisitions, Purchasing, Repair, and Invoicing. Additionally, they own reporting and reporting improvements, perform analysis, and provide insights to internal stakeholder groups to identify issues and potential opportunities for improvement. They help maintain reference manuals and resources, perform root cause analysis, and coordinate efforts with Procurement Organization Senior Leadership.

Minimum Requirements
Combination of Education and Experience will be considered. Must be authorized to work in the US as defined by the Immigration Act of 1986. Must pass a Criminal Background Check.
Education: Bachelor's Degree
Education Details: Bachelor's degree or equivalent experience in Computer Science, Systems Engineering, Data Science, MIS, or other relevant Supply Chain degrees.
Years of Experience: Minimum four (4) years in programming, database management, or other relevant experience is desired, as well as strong financial experience/education.

   Background in materials procurement, analytics, and process management.
   Experience in systems support and change management.
   Experience in database creation and maintenance.
   Strong intellect and aptitude, along with the ability to manage multiple and varied activities.
   Ability to initiate technical dialogue and convey required information to various parties.
   Ability to analyze datasets and clean data.
   Ability to identify data gaps and develop effective mitigation strategies.
   Strong leadership and people management skills.
   Effective communication skills.
   Ability to prioritize and solve problems effectively.
   Some travel may be required.
   SQL and Visual Basic coding skills.
   Strong understanding of Microsoft Office, M365, Power BI, and Microsoft SQL Server.

Preferred Requirements
   A Master's degree.
   Previous Trax (eMRO), SAP Ariba, or SAP software experience.
   Lean, Six Sigma, or equivalent certification or training.
   Python coding capability.
   Understanding of AWS, cloud architecture, and data transformation.
   Familiarity with accounting, statistics, and supply chain principles is desirable.

Job Duties
   Lead technical conversations with internal stakeholders and Procurement Programs & Systems team members to document data requirements.
   Manage and guide Data Analysts, Procurement Programs & Systems, in accomplishing assigned duties and projects to deliver results to senior management in a timely manner.
   Become familiar with all Procurement Organization processes and dependencies, as needed.
   Use knowledge of applicable Procurement systems and programs to analyze available data resources and ensure alignment with new or revised processes.
   Lead efforts to analyze Procurement systems and programs to improve data efficiencies for the P2P process.
   Lead efforts to build forms, templates, tables, data sources, electronic transactions, and catalogs to increase ROI for P2P and other sourcing activities.
   Perform analytics to identify and drive supply chain efficiencies, category management strategies, and support the company's strategic initiatives.
   Conduct root cause analysis effectively when coordinating issue or bug triage and remediation within systems or programs.
   Work with the Manager, Procurement Programs & Systems, to update training manuals, materials, and reference documents.
   Oversee the relationship with Aeroxchange, including integration, vendor, and change management.
   Develop all KPI and other reporting requirements with Procurement Organization leadership.
   Provide actionable data for senior leadership, including presentation materials, datasets, and reports.
   Conduct accurate and complete change management for all database and reporting changes and fixes.
   Apply Lean and Six Sigma principles to supply chain processes, including new processes and process changes.
   Actively monitor existing data resources and reporting to help identify potential issues or opportunities.
   Monitor vendor reporting to ensure proper alignment with Procurement Organization operational goals.
   Report to Procurement Programs & Systems leadership on relevant project status, including progress, obstacles, and delays.
   Execute assigned tasks from senior Procurement Organization leadership.
   Coordinate with Business Intelligence and various external vendors to ensure data requirements and reporting are aligned appropriately.
   Coordinate internally with the TPSS team, Procurement Programs & Systems, and Procurement Organization leadership to propose, prioritize, test, and track any programming changes to AIS and other software.
   Coordinate internally with the TPSS team and other Procurement Programs & Systems team members to establish a roadmap for maximum utilization of new systems to drive productivity and efficiency throughout the intake-to-invoice process.
   Provide support to Procurement Organization leadership in working with the Financial Planning and Analysis (FP&A) Department on departmental budget and project approvals. Review and measure departmental financial and operating performance, as well as perform other financial analysis, as assigned by leadership.
   Manage and develop Data Systems team members for both current and future growth.
   Establish and manage KPIs and performance standards for the Data Systems team.
   Ensure any direct reports understand and apply Customer Commitment and customer service standards to their daily responsibilities, as appropriate.
   Model Allegiant's customer service standards in personal actions and when providing leadership direction.
   Other duties as assigned.

Ability to work in a confined area as well as the ability to sit at a computer terminal for an extended period of time. Some travel may be a requirement of the role.
