Job description
The Director of Contracts and Procurement (C&P), reports to the Director of Strategic Enterprise Systems. MSTS manages and operates the National Nuclear Security Sites (NNSS) for the Department of Energy (DOE). NNSS has offices across the country, including Southern Nevada; Santa Barbara and Livermore, California; Washington, D.C.; and Albuquerque and Los Alamos, New Mexico.
The Contracts and Procurement directorate is comprised of Prime Contracts, Procurement, Contracts and Procurement Business Operations, and Contracts and Procurement Support & Compliance. It is committed to provide a globally Integrated solution that leverages standard business processes and tools, optimizes organizational capability, minimizes waste, improves predictability, and delivers comprehensive value to MSTS.
Working full-time out of our North Las Vegas location, the Director provides leadership and operational management of Contracts and Procurement operations. The Director will serve as a key business partner to internal peer organizations, the Nevada Field Office (NFO), NNSA's program organization, National Weapons Laboratories, governmental and military agencies, regulators, and other stakeholders. Performance of this directorate has significant impact on MSTS' impact and reputation.
Responsibilities
Key Responsibilities
Executive Leadership & Budgetary Control:
- Leads and mentors a dynamic team of 80 to 100 employees, managing & executing an annual operating budget between $10 million and $15 million, with a focus on metrics-driven performance and high-impact organizational health.
- Executes annual expense budget planning and implementation. Develops coordinated long-range programs, plans, and budgets in accordance with Company policies and objectives.
- Integrates with key functional organizations to plan and execute mission programs and objectives.
- Coordinates multiple programs/projects or a major function with a significant responsibility for staff, material, budgets, and/or capital resources that may have an impact on mission or financial success of the Company.
- Exhibits a customer-driven focus for both internal and external customers.
- Uses a sense of urgency when necessary to take informed risks, requiring sound business judgement and the courage to act where outcomes are uncertain but potential rewards are great.
- Assists the Director of Strategic Enterprise Systems with other duties and responsibilities commensurate with their education and experience.
Business Acumen:
- Positions the Company for new business opportunities.
- Has leadership responsibility to implement and coordinate efforts to find improvements, efficiencies, control and reduce the cost of operations at the site.
Organizational Strategy:
- Manages the directorate's staffing levels to plan and execute project controls function.
- Manages risk and opportunities to drive directorate and enterprise strategy.
- Coordinates and aligns functional capabilities through long-range strategic planning to accomplish immediate and future mission objectives.
- Leads a coordinated and integrated approach to meet NNSA/NFO and NNSA strategic initiatives for the programs, projects, and activities in the directorate.
Operational Excellence & Lean Integration:
- Establishes and lead effective and efficient directorate objectives, policies, and procedures.
- Champions a continuous improvement mentality and actively champion the use of lean principles within areas of responsibility.
Acquisition & Spend Management:
- Oversees the timely procurement of supplies, materials, equipment, design/construction services, work-for-others, staff augmentation, training, and consulting services, with an annual contracting spend between $300 million and $500 million.
Team Leadership:
- Embraces and models the Company values and expected behaviors, with a commitment to always strive for world-class performance.

Prime Contract Administration:
- Identifies and anticipates risks, and assure risks inherent in operations are identified, tracked, controlled, and/or mitigated.
Stakeholder & Regulatory Representation:
- Serves as an official Company representative to partners, clients, industry groups, representatives of government and regulatory agencies, and the public.
Safety, Quality & Conduct of Operations:
- Promotes, exemplifies, and actively participates in integrated health and safety programs and champions key initiatives.
- Encourages and supports employees' participation in health and safety initiatives.

Qualifications
- Master's degree in related field or equivalent training and experience, plus a minimum of 20 years of related and progressively responsible experience.
- Highly Preferred: Master's degree in related field or equivalent training and experience, and 20 years of related and progressively responsible experience leading supply chain and procurement or sourcing organizations; MBA preferred.
- Experience managing people in diverse, demanding environments.
- Partners and influencer at all organizational levels.
- A successful supply chain leader with a strong record of accomplishment in government (FAR/DEAR) and commercial industry.
- Proven ability to develop macro supply chain strategies and effectively execute said strategies.
- Proven ability to systematically identify organizational health improvements: strengths, opportunities for improvement, prioritization, and executing organizational changes as necessary.
- Change Agent: proven ability to identify and implement large-scale improvement/change initiatives to improve customer satisfaction and efficiency of a Contracts and Procurement organization.
- Ability to obtain and maintain a Department of Energy Q Clearance (position will be cleared to this level).
- Knowledge of NNSA Programs missions and technologies, weapons systems development, weapons engineering, and stockpile management.
- Familiarity with DOE/NNSA sponsors, partners, stakeholders and NNSS customers.
- Excellent verbal and written communication skills on technical and non-technical topics.
- Ability to exercise clarity and directness in all forms of communication.

- Primary work location will be at the Losee Road facility in North Las Vegas, Nevada (candidates must be willing to relocate if not local, relocation package available).
- Work schedule for this position will be 4/10's Monday through Thursday (subject to change).
- Occasional travel.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.
