Job description

Position Title: Manager of Procurement & Contracts

Location: Atlanta, GA (*On-site)

* Incumbent must work in office in Atlanta four (4) days per week and may work remotely one (1) day per week with manager approval.

Summary:

Responsible for the development and execution of MEAG Powerโ€™s procurement strategy. Manages MEAG Powerโ€™s procurement activities, including procurement in support of transmission and generation assets; IT; accounting services; and financial services.

Scope of Responsibility:

This position is responsible for coordinating the procurement activities with all departments across organization and ensuring appropriate procurement practices and processes are utilized to achieve compliance with MEAG Powerโ€™s Procurement Policy.

Key Responsibilities/Accountabilities:

  • General - Develop, lead and oversee the procurement strategies throughout the procurement lifecycle. Implement processes to manage risks impacting the procurement. Exercise sound professional judgement when necessary to the benefit of MEAG Power.
  • Procurement management - Plan strategies to maintain expenditures within program material budget limitation while maintaining quality standards. Identify best suppliers of equipment related to repair and refurbishment of, and capital investment in, the high-voltage transmission system. Determine best supplier/vendor under Master Purchase Agreements or blanket Purchase Orders for the supply of goods and services on an as-needed basis. Constant communications with suppliers to ensure goods and services are available to MEAG Power in a timely manner.
  • Compliance monitoring โ€“ Comply with MEAG Power standard Terms and Conditions for the procurement of goods and services. Ensure Terms and Conditions are appropriate for any given purchase and keeping Terms and Condition up to date with industry practices.
  • Contract negotiation - Establish contractual obligations while complying with Federal, State and Local Laws and Regulations during negotiations. Coordinate with the General Counselโ€™s office for legal review and sign off on legal issues.
  • Value for money - Negotiate with vendors to ensure the Terms and Conditions of the procurement provide MEAG Power with the best goods and services at the best price and quality.
  • Quality control - Coordinate with Transmission and maintain the appropriate engineering design standards for the equipment being purchased for the transmission system, and ensure the procurement meets the standards.
  • Vendor relations โ€“ Establish a process to qualify vendors for the supply of goods and services to meet MEAG Power procurement needs. Perform due diligence of all vendors to ensure they are fit to do business with the organization and to safeguard the organizationโ€™s reputation and brand.
  • Process optimization - Develop and manage the processes used for solicitation, for example, Requests for Quotations, Requests for Bids, Request for Proposals etc. while working closely with various departments and staff.
  • Contract management - Ensure all legal contractual documents, Insurance Certificates, etc. are fully executed and are in place for each contract. Perform active contract monitoring, and periodic reviews of evergreen contracts to determine the basis for continuance.

Qualifications:

  • Bachelorโ€™s degree required / Masterโ€™s/MBA preferred in related field
  • Procurement licenses or certifications
  • Advanced knowledge of analytical techniques (e.g., use of KPIs)
  • Five or more years of proven experience in a procurement management role in electric utility, oil and gas, manufacturing, construction or other related industries.
  • Extensive experience in procurement processes, procurement policy and procedures, deep understanding of contracts, compliance with Federal, State and Local laws and Regulations
  • Excellent leadership, project management, problem-solving, influencing and analytical skills
  • Proven self-starter with the ability to develop and implement the mechanisms, processes and procedures required to implement and monitor the procurement strategies, in compliance with the Procurement Policy
  • Ability to work with management and staff at all levels in the organization
  • Experience negotiating contracts with a proven track record of successfully negotiating with suppliers and contractors
  • Strong communication skills (written and verbal), with the ability to drive tasks to completion
  • Proficient in Microsoft Office Suite and database management tools

Indirect: Uses supervisory and managerial skill to facilitate and support procurement activities.
