Job description

Overview

The Procurement Compliance Manager is responsible for leading the Compliance team on processes that ensure company contracts are accurate from the start, minimize risk to the company and invoiceable, and receivable by operations. Coordinates with Procurement Managers and company stakeholders to make sure upstream requirements in company contracts are captured in downstream contracts with our vendors. Contribute to the development of procurement key performance indicators related to contract completion timelines, accuracy, and vendor services. Work collaboratively across the organization and actively supports the company’s values and beliefs.

Location: This position can be located at any of our office locations: Phoenix, AZ; Clinton, IN; Indianapolis, IN; Centennial, CO; Irving, TX; or Fargo, ND. Based on the experience and skillset of the individual identified, we are open to a remote-based role with ability to travel to our office and field site locations to support events or department activities.

Responsibilities

Essential Job Functions:

  • Promote and comply with all Company safety policies and procedures

  • Support the implementation of industry best practices and a mindset of continuous improvement

  • Monitor, update, and improve the processes and procedures for the proper execution, coordination, and payment of company contracts

  • Assure that all purchase orders and contracts are in full compliance with the company Purchasing Policies

  • Work with the Procurement leaders to develop a procurement life cycle approach that ensures contracts are compliant when created, can be invoiced against accurately, and are able to be received and processed by operations with minimal errors

  • Lead and direct a team of procurement agents on the company processes to ensure contracts are compliant and procurement goals and objectives are met

  • Support Procurement’s development of a robust requisition system that utilizes the authority matrix to approve contracts in compliance with company policies

  • Develop and maintain the vendor prequalification and setup system while working with the Strategic Sourcing team to identify upcoming vendors and completing annual record reviews

  • Support Procurement’s development of a subcontractor scorecard system, specifically utilizing KPI’s that affect contract compliance and invoicing

  • Communicate with Commercial Services regarding their development of vendor flow downs for prime contracts, work with the Procurement leaders to ensure these flow downs are being captured in company contracts

  • Coordinate with Insurance, Licensing, and Permitting on project specific requirements and communicate with the Procurement leaders on flow down of these requirements in company contracts

  • Work with the Accounting team to develop processes that ensure contracts are invoiceable, vendors are aware of requirements and issues can be resolved efficiently

  • Develop a system for tracking and monitoring compliance issues that identifies to the procurement team how to resolve compliance holds quickly and efficiently on contracts

  • Provide training, mentoring and career development for the Compliance team

  • Other duties as assigned


Qualifications

Education and Work Experience Requirements:

  • Associates or Bachelor’s degree OR demonstrated equivalent experience

  • Five to seven years’ relevant experience in purchasing or procurement, related to construction industry

  • Knowledge of supply chain and inventory management

  • Experience leading and managing others

Knowledge, Skills and Abilities Required:

  • Actively support the company’s Zero Injury goal and lead by example

  • Strong computer skills and advanced knowledge of Microsoft Office Suite, especially Excel

  • Ability to interact professionally with all levels of the organization and with clients, subcontractors, and suppliers

  • Excellent written and verbal communication skills

  • Excellent knowledge and the ability to teach others use of procurement software systems and Enterprise Resource Planning (ERP) systems

  • Interpret, follow and explain a variety of instructions furnished in written, oral, diagram or schedule form

  • Solve practical problems and deal with a variety of concrete variables in standardized situations

  • Skilled in analyzing data and developing metrics that help the company in making informed decisions
