The Procurement Compliance Specialist (Buy America) is responsible for conducting calculations and determining compliance with Buy America requirements for federally funded projects. This role is critical in ensuring that the organization uses domestic materials in accordance with the regulations.

Key Activities
  • Support by providing procurement calculations for bids, pre-audits, intermediate audits, final audits and other as required
  • Act as BAA expert, assisting in the development/implementation of strategies and risk assessment to support Buy America compliance for projects across the business
  • Timely completion of submissions and audit tasks
  • Track, maintain and sustain all applicable content and statuses for each project and submissions
  • Work with Procurement in collecting and analyzing supplier quotes
  • Work with Supplier Management in assessments, performance and compliance reviews; applicable supplier auditing support when needed
  • Inform Supplier Development/Management of risks/gaps to support and optimize programs via procurement strategies
  • Perform internal project risk assessments and audits to support process, documentation and content compliance; preparations for external auditing
  • Maintain all necessary documentation to verify performance of activities in relation to BAA as defined by the individual project requirements.
  • Prepare regular reports and dashboards for status reporting and visibility
  • Manage and maintain tools, processes and work instructions to perform necessary tasks
  • Create and maintain audit documentation and supporting database of Buy America data and submissions
  • Perform other duties as assigned
HOW YOU WILL CONTRIBUTE
  • Bachelor's degree in Business Administration, Engineering or related field
  • 2 + years of procurement and/or supply chain management experience in an industrial equipment manufacturing environment
  • MRP/ERP and other systems experience required; proficient with MS Office Suite
  • Excellent verbal and written communication at all levels
  • Experience in railroad or transit equipment manufacturing preferred
  • Experience with Buy America Act and Disadvantaged Business Enterprise requirements preferred
  • Ability to maintain strict confidentiality.
