Job description

Program Manager, Market Operations & Plant Data

Location: Allentown, PA or Houston, TX

The Program Manager, Market Operations & Plant Data is responsible for coordinating PJM testing activities, maintaining generation and costrelated datasets, ensuring regulatory compliance, and supporting commercial, environmental, and plant operations. This position plays a key role in accurate PJM submissions, cost adder calculations, fuel and inventory reconciliation, reliability reporting, and plant data governance. The role requires strong analytical skills, coordination with multiple plant and corporate teams, and a deep commitment to accuracy and compliance.

How You'll Power the Future

PJM Testing, Rules, and Submissions

  • Notify plants of PJM testing procedures, rule changes, and associated requirements.
  • Coordinate testing with plant personnel and provide performance targets as needed.
  • Submit all required test results and documentation to PJM.

Maintenance & Operating Cost Adders

Maintenance Costs

  • Categorize prioryear maintenance costs using PJM definitions (system, work type, major/minor).
  • Enter categorized data into PJM's maintenance cost adder tool.
  • Review output with plants and determine applicability of default minor adders.

Operating (VOM) Costs

  • Request prioryear variable operating costs (VOM) from plants per PJM guidelines.
  • Enter VOM data into PJM's cost adder tool.
  • Review results with plant teams and confirm use of default values when needed.

Cost Offers, MIRA, and Environmental Updates

  • Request prioryear environmental data and update cost offers and MIRA models.
  • Provide routine monthly updates to the Commercial team using the latest fuel and emissions pricing.
  • Perform outofperiod updates (seasonal heat rates, station service rates).
  • Execute annual updates to heat rate coefficients, start cost parameters, and related inputs.
  • Process MIRA updates as requested.

ACR Cost Modeling & IMM Support

  • Categorize costs for ACR using PJM guidelines and assemble templates in partnership with Commercial.
  • Respond to IMM (Independent Market Monitor) followup questions and data requests.

Fuel Inventory Coordination & Reconciliation

  • Establish inventory survey schedules and communicate with plants.
  • Reconcile survey results to book inventory and prepare adjustment entries.
  • Obtain required approvals and coordinate inventory adjustments.
  • Report biweekly inventory status via email and Excel.
  • Facilitate monthend close for fuel transactions in Aligne.
  • Provide fuel consumption data to environmental teams.

Generation, Reliability & Operational Data Management

  • Collect, validate, and maintain heat rate data, generation data, GADS data, EFOF/EFORd metrics, station service, and related operational information.
  • Report monthly and yeartodate EFOF metrics to stakeholders.
  • Coordinate quarterly reliability approvals from each business area.
  • Support GADS event validation with Business Services.
  • Provide plant operating day data to HR for staffing and compliance purposes.

Regulatory & External Reporting

  • Provide fuel and generation data to Business Services for EIA submissions.
  • Assist with annual EIA 860 and 923 survey preparation, data gathering, and validation.
  • Ensure daily PJM data provided by EMAs aligns with PI data and submit required monthly corrections.

Modeling, Forecasting & Financial Support

  • Support quarterly updates to start cost parameters (including changes in station service rate).
  • Perform annual updates to heat rate coefficients, VOM adders, start fuel, and emissions rates.
  • Update gross margin and generation forecasts quarterly and distribute revised models to finance and project teams.

What You Have

Qualifications

  • Bachelor's degree in Engineering, Business, Finance, Data Analytics, or related field.
  • Strong analytical skills with experience in data management and reporting.
  • Ability to interpret technical data, financial information, and operational metrics.
  • Proficiency in Excel and ability to handle large datasets with accuracy.
  • Strong communication skills and ability to interface with plant operations, commercial, and environmental teams.
  • High attention to detail and commitment to data integrity and compliance.

Preferred

  • Experience in energy markets, PJM operations, or plant operations.
  • Familiarity with MIRA, Aligne, PI, GADS, or similar systems.
  • Background in market reporting, regulatory compliance, or operational cost modeling.

Preferred Qualifications:

  • Experience in working with large rotating equipment (specifically turbines and generators).
  • Experience in working with steam turbines and combustion turbines.
  • Experience with predictive maintenance technologies such as vibration analysis, thermography, and lubrication monitoring.
  • Professional Engineer registration in Pennsylvania (for principal engineer position).
