Job Title:ย Safety Manager
Job Location:ย Dulles, VA
Baseย Salary:ย $100K-$130K
Requirements:ย 5+ years of Safety Experience on Civil construction projects including ROW, underground utilities and clearing.ย 
Position Overview:
Lead and manage the health, safety, and environmental program for civil and construction projects, with a focus on survey, right-of-way (ROW), utilities, grading, earthwork, and pipeline work. The Safety Manager will develop and implement safety policies and procedures, ensure compliance with applicable regulations and client requirements, conduct site inspections and audits, deliver training, and work closely with project teams to identify and mitigate risks, reduce incidents, and promote a strong safety culture across all project phases.
Key Responsibilities:

  • Develop, implement, and maintain comprehensive safety programs, policies, and procedures tailored to civil, construction, ROW, utilities, grading, earthwork, and pipeline operations.
  • Conduct regular site inspections, safety audits, and hazard assessments; identify hazards and ensure corrective actions are implemented and tracked.
  • Lead incident and nearmiss investigations, perform root cause analysis, and implement corrective and preventive measures to prevent recurrence.
  • Deliver safety training, toolbox talks, permit and JSA/JHA preparation, and orientation for staff, subcontractors, and vendors; maintain training records.
  • Ensure compliance with OSHA, DOT, state and local regulations, client contractual requirements, and industry best practices; update program documentation as regulations change.
  • Coordinate with project managers, engineers, surveyors, contractors, and utility owners to integrate safety into planning and execution, including preconstruction risk assessments and daily work planning.
  • Develop and manage emergency response plans, permit-to-work systems, confined space entry programs, traffic control plans, and contractor safety management.
  • Monitor and report on safety performance metrics, prepare documentation for internal and client reporting, and support inspections by regulatory agencies.
  • Provide guidance and oversight on safe practices for grading, earthwork, trenching, excavation, pipeline installation, and utility work; review and approve method statements and temporary works.
  • Manage PPE programs, safety equipment inspections, and contractor safety pre-qualification and oversight.

Qualifications:

  • Bachelors degree in Occupational Safety, Environmental Health, Construction Management, Civil Engineering, or related field preferred, or equivalent work experience.
  • Minimum 5 years of progressive safety experience in civil construction, utilities, or pipeline projects; experience with survey, ROW, grading, and earthwork highly desired.
  • Demonstrated knowledge of OSHA regulations, DOT rules, and relevant state/local codes; familiar with industry standards and best practices.
  • Certifications such as CSP, CHST, ASP, or similar preferred; OSHA 30-hour construction certification required; First Aid/CPR and HAZWOPER or other applicable certifications a plus.
  • Proven experience conducting incident investigations, risk assessments, JSA/JHA development, and safety audits.
  • Strong communication, training, and leadership skills with the ability to influence project teams and subcontractors.
  • Ability to read plans and understand construction methods and sequencing; familiarity with surveying and ROW processes an advantage.
  • Valid drivers license and willingness to travel to job sites; flexibility to respond to after-hours incidents when needed.
