Job description

ESP Associates, Inc. is actively looking to bring an experienced Project Controls Manager to join our team in Tampa, FL for Program Management/Construction Management (PMCM) projects.

About the Role:

As a Project Controls Manager, you will be responsible for providing staff support and direct project support to manage project planning, process control, scheduling, budgeting, and risk management to ensure projects are delivered on time and within budget.

The role is focused on managing and ensuring project and program goals are met in an Owner’s Representative / CM capacity.

To succeed in this role, you should have excellent time management and communication skills, as you’ll collaborate with clients and internal teams to deliver results on deadlines.

Responsibilities:

  • Oversight of Project Controls Specialists and Project Coordinators.
  • Establish and monitor the construction budgets, review pay applications, manage change orders, and mitigate financial risks.
  • Develop, monitor, and track project schedules, identifying, and addressing potential delays and managing compliance with critical path milestones.
  • Conduct site inspections, ensure compliance with quality standards and safety regulations, and submit regular performance reports.
  • On selected projects, act as the primary contact between the owner, contractors, and designers, facilitating communication and fostering collaboration.
  • On selected projects, identify potential project risks, such as design issues or site issues, and develop mitigation strategies.
  • Lead teams of project controllers for large, complex projects.
  • Review, manage, and create tools for project reporting at the program level.
  • Assist with development of proposals through creation of baseline schedules.
  • Coordinate with clients and team leads to identify and define project and contract requirements, scope and objectives for project controls.
  • Prepare reports that outline the projects financial positions in areas of funding and costs, including earned value.
  • Assign tasks to internal teams and assist with internal schedule management.
  • Use and create tools to monitor project progress through tracking of earned value, project level expenditures and project cash flow.
  • Create and maintain project management plans and reports.
  • Ensure project standards and requirements are being met.

Qualifications:

  • Bachelor’s degree or equivalent in Engineering, Construction Management, Finance, Business or related field
  • Minimum of 8 years of experience in project controls and/or schedule controls
  • Strong working knowledge of Primavera P6, Microsoft Project, ASTA PowerProject, or similar software
  • Experience managing Critical Path Method (CPM) Schedules
  • Experience managing submittal and RFI processes.
  • Working knowledge of project lifecycle management tools like Unifier, ProCore, and/or Kahua.
  • Hands-on experience with project management tools, Earned Value, Risk Analysis, or similar project accounting tools.
  • Experience in change management, including change orders, estimating, budget management, and field order execution or implementation.
  • Understanding of permitting processes, permit schedule milestone tracking and permit condition compliance.
  • Excellent communication and interpersonal skills (both verbal and written)
  • Strong client-facing, teamwork and organizational skills, including multitasking and time- management.
  • Ability to work well in a team environment with minimal supervision
  • Ability to work in a safe manner and obey safety regulations at all times
  • Must be proactive, detail oriented and highly organized
  • Candidate must be able to pass a drug screen, background check, and have a satisfactory driving record in accordance with the company’s driving (MVR) policy
