The Project Controls Division is seeking an innovative and proven leader to advance project controls strategy, systems, and operational execution in support of the critical national security mission within the Associate Laboratory Directorate for Weapons Production (ALDWP). ALDWP enables credible and sustainable strategic deterrence through the production of plutonium pits, heat sources, and detonators, along with evaluation activities that ensure safe and reliable products. Supported programs include plutonium processing and disposition, infrastructure modernization, surveillance, maintenance and operations, materials management, and waste operations within a DOE/NNSA environment.
The Project Controls Manager 5 (PCM5) provides strategic leadership and oversight of Laboratory project controls activities supporting complex programs and projects. Responsibilities include baseline management, system integration, cost engineering, planning and scheduling, forecasting, reporting, EVMS compliance, technical support, training, and process standardization. The PCM5 establishes strategic direction for institutional project controls capabilities and leads cross-organizational initiatives that strengthen governance, operational effectiveness, compliance, standardization, and continuous improvement across the Laboratory in support of mission execution and organizational objectives.
This role serves as a senior advisor to Laboratory and program leadership on cost and schedule performance, forecasting, organizational risk mitigation, and compliance with Laboratory and DOE requirements. The selected candidate will ensure effective integration of scope, cost, schedule, and technical performance management processes to support mission execution and compliance with EVMS and NNSA project management requirements.
Reporting to the Project-Program Director of Project Controls, the PCM5 provides leadership and operational direction through subordinate managers and project controls personnel supporting Laboratory programs and projects. This position requires demonstrated leadership capability, extensive knowledge of Laboratory project controls and financial management processes, and the ability to influence organizational priorities and negotiate outcomes on matters significant to the Laboratory.
The successful candidate will demonstrate a strong bias for action while fostering a culture centered on safety, accountability, operational excellence, collaboration, continuous improvement, and mission delivery.

Advanced experience using project controls, scheduling, and financial management systems including Primavera P6, Cobra, Oracle, MicroStrategy, and related LANL reporting applications. Demonstrated understanding of financial reporting, accounting standards, forecasting, performance analysis, and data management practices supporting project controls and related business systems.
Education and Experience
Position requires a bachelor's degree and 15 years of related experience in project controls, project management, engineering, construction management, or related field, including seven years of demonstrated management experience, or an equivalent combination of education and experience directly related to the occupation.
Advanced technical certifications, EVMS certifications, project management credentials, and/or graduate-level coursework are desirable.

  • Experience working with the Department of Energy (DOE) at headquarters or field office level, or with state and federal regulators.
  • Experience supporting nuclear operations or production programs in a highly regulated environment.
  • Knowledge of Laboratory processes and procedures customarily acquired over time through specialized instruction or practical experience.
Work Location: The work location for this position is onsite and located in Los Alamos, NM USA. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 2 years.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
426.2A: This position is subject to DOE Order 426.2A, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
