The Solution Developer II - Automation & Innovation Management will focus on key technology domains including business process automation, data curation, industrialized analytics, machine learning & Artificial Intelligence and scalable delivery platform. As a member of the Automation and Innovation Center of Excellence (COE), you'll work as part of a team of problem solvers, helping to solve complex business issues from strategy to execution while contributing to automation development best practices. Work with Quality Engineering to ensure automated solutions meet the needs, criteria, and business rules and regulations. This position will collaborate with information technology security to ensure the highest product security standards are met.
This role will work with business stakeholders to scope potential processes for automation and develop Proof of Concepts (POCs) for solutions that will enhance business processes by incorporating increased automation, integrating quality data, developing analytic capabilities, and utilizing technology to deliver quality outputs in less time. Review current state process capture documents and implement process re-engineering to support automation and transform use cases into tangible assets. Collaborate with stakeholders, Robotic Process Automation (RPA) and technology service vendors, business analysts, and technical analysts. Review output and follow recommendations to optimizations and improve success rate for both in development and in production automations. Develop and document best practices for developing software robots.

Key Responsibilities
  1. Identify and develop automated processes to address complex business use cases that require manual intervention due to heavily repetitive or monotonous tasks utilizing critical thinking skills. Evaluate the ROI of potential automation solutions to prioritize high-value use cases.
  2. Solve complex problem statements related to automation and business processes across all lines of business, business units, and programs. This includes collaborating with stakeholders from different areas of the business to understand their needs and identify potential solutions.
  3. Create and define processes that are efficient, effective, and aligned with business objectives utilizing deep understanding of industry and organizational best practices.
  4. Develop RPA, Low-Code/No-Code solutions using various software tools to create automation solutions that align with defined business and functional requirements. You will need to have experience with multiple tools and be able to evaluate and select the most appropriate tool for each use case.
  5. Evaluate data sources and develop effective data models to support automation solutions utilizing strong understanding of data engineering principles, including data wrangling/transformation, tools or programming languages, and data visualization/BI technologies.
  6. Use critical thinking to develop automated processes to solve problems related to business use cases, specifically requiring manual intervention due to heavily repetitive or monotonous tasks, with consideration to high value use cases with considerable ROI.
  7. Use a broad range of tools and techniques to extract insights from current industry or sector trends.
  8. Collaborate with business stakeholders, process analysts, and Team Members to assess current business processes and identify opportunities for process automation.
  9. Be knowledgeable about the use of programming tools, coding tools, RPA, AI, ML tools such as Anaconda Navigator, python libraries, and any tool acquired that is maintained or used within IT for automation purposes. Present the reasons for use of the selected tool; justify using the tool to build the proposed automation solution.
  10. Collaboratively work to solve complex problem statements for our clients relating to automation and processes across all lines of business, business units, and programs.
  11. Review both manual and technical processes within business units to facilitate automated processing, improving efficiencies and quality metrics.
  12. Prepare and maintain accurate, detailed process documentation, including technical requirements, error handling, and exception procedures during development.
  13. Work with team to create/define Automated processes relative to resolving business automation use cases that will be used to create efficiencies in and continuous improvement of processes including automation, optimization, and elimination of redundant or repetitive tasks.
  14. Submit code to Git/DevOps repository for version control and as a source of reusable/open information for other RPA/Automation developers.
  15. Develop an understanding of RPA, Low-Code/No-Code solutions and the ability to work with various software tools to create automation solutions that align with defined business and functional requirements.
  16. Acquire a solid understanding of the principles of data engineering, including data wrangling/transformation, tools or programming languages, and data visualization/BI technologies for the purposes of automating processes involving data manipulation.
  17. Perform any other duties as required to ensure Health Plan operations and department business needs are successful.

Qualifications
Education & Requirement
Required:
  • A minimum of four (4) years of information systems experience.
  • Four (4) years of experience of successful track record with:
    • IT transformation track-record as an RPA/AI/ML developer, solutions developer, or solutions architect
    • Successful creation and running of an Enterprise Architecture function
    • Played the role of an evangelist, bringing in thought leadership to the organization
    • Bringing together stakeholders from different areas of the business to identify potential automation use cases and ensure that everyone's input is heard
    • Facilitating discussions around potential solutions and help to drive consensus on the best approach
    • Resolving conflicts to overcome obstacles that may arise during the implementation of automation solutions
    • Research, designing, implementing, and managing RPA projects
    • Testing and evaluating new programs
    • Identifying areas for modification in existing programs and subsequently developing these modifications
    • Writing and implementing efficient code; researching, building, and designing self-running artificial intelligence (AI) systems to automate predictive models
    • Working on projects using RPA and robotic tools such as Ushur, Power Automate, Blue Prism, Automation Anywhere, or UI Path
    • Spectrum of offerings across basic RPA to machine learning, cognitive automation, and Quantum Computing capabilities
    • RPA/automation assessment work to drive key automation outcomes
  • Bachelor's degree in Computer Science, Data Science, Machine Learning, or relevant technical field from an accredited institution required
    • In lieu of the required degree, a minimum of an Associate's Degree and two (2) years of additional relevant work experience is required for this position. This experience is in addition to the minimum years listed in the Experience Requirements above
  • Data Engineering, Automation, or other related industry certifications preferred
