Job description
Position Summary
The Community Parole Officer supports the safe supervision, healing, and successful reintegration of residents serving federal or provincial sentences in the community. The Officer maintains an appropriate balance between public safety, accountability, cultural healing, and the individual needs of each resident.
Working collaboratively with residents, Elders, Helpers, the Healing Council, Waseskun’s case-management team, the Correctional Service of Canada (CSC), the Correctional Service of Quebec, Indigenous communities, and other partners, the Community Parole Officer assesses risk, monitors compliance with release conditions, coordinates interventions, and supports residents in progressing through their correctional and healing plans.
The Officer’s work must reflect Waseskun’s values, Indigenous traditions, trauma-informed practices, and commitment to treating residents with dignity, fairness, and respect.
Reporting Relationship
Reports to the Deputy Director or designated Supervisor, with functional responsibilities to CSC or other correctional authorities in accordance with applicable agreements, legislation, policies, and delegated authority.
Key Responsibilities
Case Management and Supervision
- Manage an assigned caseload of residents on conditional release, statutory release, temporary absence, work release, or long-term supervision.
- Meet regularly with residents according to their assessed level of intervention and supervision requirements.
- Review each resident’s correctional plan, healing plan, release conditions, risk factors, needs, strengths, and reintegration objectives.
- Monitor residents’ conduct, activities, relationships, employment, treatment participation, substance use, curfew compliance, and adherence to release conditions.
- Conduct scheduled and unscheduled interviews, collateral contacts, community visits, and other supervision activities.
- Identify changes in behaviour, circumstances, or dynamic risk factors that could affect public safety or the resident’s progress.
- Respond promptly to breaches, escalating risk, mental-health concerns, substance use, or other significant incidents.
- Consider appropriate support-based interventions and alternatives when risk remains manageable, while taking enforcement action when required for safety or legal compliance.
- Complete risk assessments, case conferences, progress reviews, and recommendations within required timeframes.
Healing and Reintegration
- Develop a professional relationship with each resident based on honesty, respect, accountability, and appropriate boundaries.
- Help residents understand and take responsibility for their release conditions, healing objectives, choices, and behaviour.
- Work with residents to identify short-term and long-term objectives related to their healing and reintegration.
- Refer residents to appropriate cultural, spiritual, clinical, educational, vocational, housing, mental-health, and substance-use services.
- Encourage residents’ participation in ceremonies, cultural activities, counselling, programming, and land-based healing opportunities.
- Support residents in reconnecting with their families, communities, cultures, and positive support networks where appropriate.
- Participate in discharge and community-release planning to promote continuity of care and reduce the risk of reoffending.
Collaboration and Communication
- Participate actively in Healing Council meetings, case conferences, staff meetings, and multidisciplinary planning.
- Work closely with Elders, Helpers, case managers, security personnel, health professionals, psychologists, program providers, and administrative staff.
- Maintain regular communication with institutional and community parole officers, Indigenous liaison personnel, police, treatment providers, employers, family members, and other approved collateral contacts.
- Obtain, verify, assess, and share relevant information in accordance with privacy legislation, CSC policies, and Waseskun procedures.
- Provide clear information to the Healing Council concerning resident progress, concerns, risks, strengths, and recommended interventions.
- Promote respectful, consistent, and healing-focused communication with residents and among staff.
Documentation and Reporting
- Maintain accurate, objective, timely, and complete case records.
- Prepare correctional plan updates, progress reports, risk assessments, incident reports, casework records, suspension documentation, and recommendations.
- Prepare reports for CSC, the Parole Board of Canada, provincial correctional authorities, or other authorized decision-makers.
- Clearly distinguish verified facts, professional observations, collateral information, and clinical or risk-based opinions.
- Ensure that significant concerns, changes in risk, breaches, and interventions are promptly documented and communicated to the appropriate authorities.
- Protect confidential and sensitive personal information at all times.
Safety and Compliance
- Perform duties in accordance with the Corrections and Conditional Release Act, applicable provincial legislation, CSC Commissioner’s Directives, contractual obligations, and Waseskun policies.
- Contribute to the safety of residents, staff, visitors, Indigenous communities, and the public.
- Complete staff-safety assessments and follow tandem-supervision procedures when required.
- Report suspected criminal activity, serious breaches, threats, or immediate safety concerns to the appropriate authorities.
- Participate in emergency response, crisis intervention, and after-hours consultation when required.
- Maintain professional boundaries and comply with Waseskun’s code of conduct, ethical standards, and conflict-of-interest requirements.
Qualifications
- University degree in criminology, social work, psychology, sociology, Indigenous studies, or another relevant social-science discipline.
- Relevant experience in parole supervision, corrections, case management, social services, mental health, addictions, or Indigenous community programming.
- Demonstrated understanding of Indigenous histories, cultures, traditions, the effects of colonization, intergenerational trauma, and culturally grounded healing.
- Experience working respectfully with Elders, Indigenous communities, justice-involved individuals, and multidisciplinary teams.
- Strong interviewing, assessment, counselling, conflict-resolution, crisis-intervention, and report-writing skills.
- Sound professional judgment and the ability to make timely decisions in complex or high-risk situations.
- Ability to establish supportive professional relationships while maintaining clear boundaries and accountability.
- Strong organizational skills and the ability to manage competing priorities and statutory deadlines.
- Proficiency with electronic case-management systems and standard office software.
- Fluency in English or French and a functional command of the other official language are strong assets.
- Knowledge of an Indigenous language is an asset.
- Ability to obtain and maintain all required reliability, security, and correctional clearances.
