NATURE AND SCOPE:
Reports to Director, Compliance. Manages Privacy and the Fair and Responsible Banking programs to ensure compliance with regulatory requirements and to minimize risk for the organization. Builds strong relationships with business partners and provides compliance guidance and oversight in fair lending, unfair, deceptive, or abusive acts and practices (UDAAP), and Privacy. Responsible for fair lending testing and HMDA compliance assurance program.
REQUIREMENTS:
1. Bachelor's degree in Risk Management, Business, Finance, or related field and a minimum of seven years of compliance experience in a financial institution. Equivalent combination of education and experience will be considered.
2. Demonstrated advanced knowledge of current regulatory requirements and proven research skills.
3. Demonstrated success in developing and implementing fair lending compliance plans.
4. Demonstrated advanced knowledge of financial operations, policies, and procedures, including but not limited to Compliance management, internal audits, and action plan design and follow up.
5. Experience working with regulators and other governmental agencies.
6. Excellent verbal and written communication skills, and the proven ability to work across various departments and levels in an organization.
7. Ability to use independent judgment and discretion while maintaining a high degree of confidentiality.
8. Ability to engage stakeholders, collaborate, and build trusting relationships; ability to influence without direct authority.
9. Must develop a thorough understanding of company policies and procedures as they relate to the position. Must understand and comply with all job-related state and federal laws and regulations.
PRINCIPAL ACCOUNTABILITIES:
1. Monitor existing compliance programs to ensure alignment with external regulations and internal policies. Develop and implement new compliance programs as determined.
2. Provide subject matter expertise on fair lending, responsible banking, UDAAP, and Privacy regulations and translate them into actionable guidance appropriate to business unit operations.
3. Conduct risk assessments for fair lending, responsible banking, UDAAP, and Privacy.
4. Lead day-to-day functions of collection, review, analysis, correction, and submission of Home Mortgage Disclosure Act (HMDA) data and liaises with applicable business units to ensure compliance.
5. Implement and manage Landmark's Fair Lending Program, including ongoing risk assessment and implementation of mitigation measures, as necessary.
6. Implement and maintain Landmark's privacy policy and procedures.
7. Partner with Information Security to establish mechanisms that protect member information as required by law.
8. Participate in review of complaints related to Privacy, fair lending, and UDAAP.
9. Prepare thorough and accurate responses to inquiries from regulatory agencies and complete all required compliance documentation. Coordinate and communicate directly with auditors and regulatory agency examiners during examinations.
10. Maintain current and extensive knowledge of the laws and regulatory guidelines with which the credit union is required to comply.
11. Direct the work of business area stakeholders, and third parties completing fair lending analysis.
12. Execute compliance strategic goals for the organization and adhere to approved budgets.
13. Performs other duties as assigned.
