EGS is seeking a Principal Project Controls Specialist to support complex engineering and construction projects at the Savannah River Site (SRS). This position is responsible for the organization, development, implementation, maintenance, and accountability of project controls, financial analysis, estimating, and scheduling systems that provide management with comprehensive planning, scheduling, financial analysis, and cost control throughout the lifecycle of highly complex projects and programs.

Working under very limited supervision, the selected candidate will perform advanced project controls activities, prepare business and financial plans, develop cost and schedule baselines, analyze project performance, and provide technical leadership supporting engineering, construction, operations, and project management organizations. This role requires extensive experience with project controls systems, financial analysis, cost management, scheduling, estimating, and business process improvement while supporting major DOE projects.

• Organize, develop, implement, maintain, and oversee project controls, estimating, scheduling, and financial analysis applications supporting complex engineering and construction projects.
• Develop cost and schedule baselines, milestone schedules, Work Breakdown Structures (WBS), and spend plans that optimize the utilization of manpower, equipment, funding, and facilities.
• Support planning, scheduling, financial analysis, and cost control activities throughout the project lifecycle.
• Develop and implement change management processes supporting engineering and construction work scope.
• Participate in routine project cost and schedule review meetings.
• Analyze cost and schedule performance variances and communicate mitigation plans and corrective actions to management.
• Support integrated project controls across multiple projects and programs.

• Perform financial analyses including variance analysis, statistical analysis, scenario analysis, forecasting, and business evaluations.
• Develop and maintain costing rates supporting the budgeting process.
• Maintain cost rates within PeopleSoft and analyze Assigned Overhead and Service Pool variances.
• Perform extensive analyses of business operations to identify funding limitations, improve productivity, and implement cost-effective business processes.
• Prepare comprehensive monthly financial reports, forecasts, analyses, and spend plans.
• Assemble, analyze, interpret, and present complex project and financial information to management.
• Apply CAS/FAR principles supporting project controls and financial management activities.

• Define business requirements and develop models supporting complex business systems.
• Develop system test plans and implementation scenarios.
• Support implementation of major system enhancements and monitor overall system effectiveness.
• Initiate and lead special studies supporting management decision-making.
• Develop innovative business solutions that improve project execution and organizational performance.
• Translate strategic management objectives into effective operating plans and business processes.

• Provide technical leadership and subject matter expertise supporting advanced project controls applications.
• Guide and mentor Project Controls personnel while providing technical direction and training.
• Serve as the primary link between project management, engineering, construction, and client organizations.
• Develop advanced project control methodologies supporting complex multi-project environments.
• Support engineering, construction, operations, maintenance, and project startup activities through effective project controls and financial management.

One of the following combinations is required:

• Master's degree in Business, Construction Management, Engineering, Technical discipline, or related field with 5 years of practical experience.
• Bachelor's degree in Business, Construction Management, Engineering, Technical discipline, or related field with 7 years of practical experience.
• Associate's degree with 11 years of practical experience.
• High School Diploma/GED with 15 years of relevant experience.

• Strong personal computer skills.
• Expert proficiency using automated accounting, cost management, scheduling, and estimating systems.
• Practical experience utilizing Site Business Systems.
• Comprehensive knowledge of project management, project controls, cost control, scheduling, operations, maintenance, project startup, and construction.
• Experience developing and maintaining project cost and schedule baselines.
• Experience performing financial analysis, forecasting, budgeting, and variance analysis.
• Excellent analytical, problem-solving, interpersonal, written, and verbal communication skills.
• Primavera P6 experience (required).
• Deltek Cobra (COBRA) experience (required).

• Active DOE L or Q Clearance within the past two years.
• Experience supporting DOE/NNSA engineering and construction projects.
• Experience supporting integrated project controls in highly regulated environments.
