POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
Alutiiq Operations Services, LLC has an exciting opportunity for a Program Manager (Contract Manager) supporting Tinker Air Force Base. The Program Manager serves as single point of contact (POC) for the Base Operations Support Services (BOSS) contract supporting customers and community with full responsibility of its engineering, maintenance, operations, and quality management programs. The Contract Manager will serve as the functional lead supporting the installation Civil Engineering Directorate for all operations related to corrective and preventive maintenance programs, operations of the industrial wastewater treatment plant, heating plants, and having full authority to act for the company on all contract matters relating to daily operations of the contract and assuring performance objectives and standards are met.
  • Responsible for ensuring that work performed under the PWS meets all requirements and responsibilities.
  • Ultimately responsible for all contract activities and performance and holds the requisite authority to make and implement decisions regarding contract performance and changes to the contract.
  • Establishes and sustains an ongoing performance-based organization that applies best practices and continuous process improvement to achieve highest levels of service and significant cost savings.
  • Ensures the customer's facilities are operated and maintained cost effectively, efficiently, and are in first-class condition. Directs and monitors the performance of the BOSS staff, resolves problems and/or conflicts and maintains open communication with staff, the customer, vendors, and other stakeholders.
  • Procures all materials used for contract repairs, maintenance, and operations.
  • Ensures all documentation and deliverables are accurate, complete, and delivered on-time, develops/presents formal presentations for various contract and corporate business requirements.
  • Tracks, analyzes, and trends project costs/oversees the planning, budgeting, and financial process.
  • Ensures compliance with training and certification requirements.
  • Serves as primary point of contact between the company and the Government for all contract performance matters
  • Accomplishes contract objectives, planning, budgeting, overseeing and documenting all aspects of each specific contract section.
  • Works closely with management to make sure that the scope and direction of the contract is on schedule, and in conformance with the contract requirements.
  • Directly accountable for and response of non-conformance reports and for legal compliance of contracting activities including relationships with subcontractors and suppliers.
  • Accountable for P&L of the project, Safety and Health of contracted and subcontracted personnel and customer employees and visitors affected directly or indirectly by contract activities.
  • Directly accountable for Environmental conservation and performance directly or indirectly related by contract activities.
  • Provides guidance and direction to finance and accounting, human resources, labor relations, training, security, safety, and environmental.
  • Assumes and performs other duties and responsibilities not specifically outlined herein but which are logically and properly inherent to the position.

REQUIRED QUALIFICATIONS AND EXPERIENCE:
  • Bachelor's degree or higher in Architecture or Engineering.
  • One of the following certifications: Professional Engineer (PE), Registered Architect (RA), Project Management Professional (PMP) from Project Management Institute (PMI) or Certified Facility Manager (CFM) from International Facility Management Association (IFMA).
  • Ten (10) years in facilities management to include at least seven (7) years of experience in increasingly complex industrial supervisory positions utilizing a combination of technical, managerial, and financial expertise.
  • Experience shall include documented and substantiated work at managerial level performing Base Civil Engineering or Public Works duties.
  • Previous corporate, DoD and/or regional maintenance roles leading 200 or more employees including unionized employees.
  • Knowledge in DoD facilities management to include wastewater, boilers, and HVAC systems.
  • Experience with General Fund Enterprise Business Systems (GFEBS) software.
  • Experience with RS Means cost estimating software is desired.
  • Proven ability to manage and coordinate activities of staff engaged in planning and scheduling of maintenance and repair work.
  • Experience in a military environment required, U.S. Air Force preferred.
  • Knowledge of management, research, budgeting, public administration, statutory requirements of municipal infrastructure facilities and systems as they apply to OSHA, EPA guidelines, etc.
  • Must have strong communication, briefing, and writing skills.
  • Outstanding teambuilding skills are required.
  • Secret Clearance Required
  • Must be a US Citizen

Salary range: $160,000 to $200,000 per year; relocation assistance is an option for this opportunity.
