Job Description:
Role Overview
Fluence is seeking a Program Manager, Prevailing Wage Compliance (PWA) to lead the end-to-end management of prevailing wage and labor compliance data across grid-scale energy storage projects. This role is responsible for ensuring compliance with federal, state, and local labor requirements, including the Davis-Bacon Act. The Program Manager will serve as the central point of coordination for all incoming compliance data from subcontractors, third-party vendors, and internal teams, ensuring accuracy, completeness, and timely submission. This role requires strong program management discipline, data governance expertise, and the ability to operate across a complex, multi-stakeholder environment.
Key Responsibilities
  • Own and manage Fluence's prevailing wage (PWA) compliance program across active projects in North America, ensuring adherence to federal, state, and local labor compliance requirements. Establish and enforce standardized processes for certified payroll collection, validation, and submission, and serve as the internal subject matter expert on prevailing wage compliance requirements.
  • Act as the central intake point for all compliance-related data from subcontractors, vendors, and internal teams. Implement and manage systems such as LCP Tracker and Points North to collect, track, and audit required data. Review certified payrolls and supporting documentation for accuracy, completeness, and compliance risks, ensuring alignment with internal systems such as Workday employee IDs and project coding structures. Identify discrepancies and proactively resolve issues.
  • Partner with subcontractors and third-party vendors to ensure timely and compliant data submissions. Provide clear guidance on documentation requirements and submission timelines, monitor performance against SLAs, and escalate non-compliance as needed to drive resolution.
  • Collaborate cross-functionally with HR, Legal, Payroll, Finance, Procurement, and Project Management teams to align compliance processes with internal systems and workflows. Act as a liaison between field operations and corporate functions to ensure seamless compliance execution.
  • Prepare and submit required compliance reports to government agencies and customers. Maintain audit-ready documentation to support internal and external audits. Track and report on compliance metrics, risks, and trends, and identify opportunities to improve processes, including automation and system enhancements.

Required Qualifications & Experience
  • Bachelor's degree in Business, Human Resources, Compliance, Construction Management, or related field.
  • Minimum of 5 years of experience in prevailing wage compliance, labor compliance, or construction project compliance.
  • Strong working knowledge of Davis-Bacon Act and certified payroll requirements.
  • Demonstrated experience managing high-volume data intake and validation across multiple stakeholders.
  • Proven ability to manage third-party vendors and enforce compliance standards.
  • Strong attention to detail and ability to manage complex datasets with accuracy. Excellent communication and stakeholder management skills.

Preferred Qualifications
  • Experience in energy, renewables, infrastructure, or EPC environments. Familiarity with compliance platforms such as LCP Tracker, Points North, or similar systems. Experience integrating compliance processes with systems such as Workday or ERP platforms. Program management certification (PMP or similar) is a plus.
