Purpose
To execute through administration, technical and management techniques assigned municipal and land development projects to ensure successful completion, on time and within allocated budget. Support Branch Manager in management of staff and management of clients and pursuit of new clients.
Responsibilities
Leadership and Direction
  • Receive broad guidance relating to overall key objectives, critical issues, new concepts, and policy matters and general parameters for execution. Receive direction as needed, especially on highly complex assignments.
  • Independently apply extensive and diversified knowledge of principles and practices in broad areas of assignments and related fields, making decisions on inspection methodologies and processes without direct supervision.
  • Position may include direct supervisory responsibilities and will serve as a lead/resource among team of colleagues in equivalent roles to share technical proficiency, guidance, and mentorship. May occasionally assist in delegation of assignments or provide feedback to managers. Provide mentorship and guidance to junior staff, fostering professional development and adherence to best practices.

At the Operational and Company Level
  • Cultivate and maintain strong client relationships, representing the firm with professionalism and authority.
  • Develop and implement strategies to enhance service delivery and operational efficiency.

Do the Work
  • Perform project development for complex projects, including finalizing scope of projects, preparing bid summaries, preparing project budgets and cost estimates.
  • Perform day-to-day project management on multiple projects to meet time and budget milestones.
  • Prepare and direct preparation of designs, specification, plans, estimates and reports for projects.
  • Review job cost sheets and prepare monthly billings. Ensure assigned projects stay within budget allocation.
  • Be responsible for the monitoring and management of work-in-process, billings, and outstanding accounts receivable collection efforts.
  • Maintain healthy client relationships and possess solid operational insight for driving projects and executing deliverables.
  • Maintain close relationships with clients to resolve all project questions including technical requirements, completion requirements and billing inquiries.
  • Assist with marketing presentations and attend marketing meetings.
  • Support and lead the pursuit in securing repeat business from existing clients and identifying new clients along with write proposal and market the firm.
  • Supervise the work of project personnel to ensure that it meets the highest professional standards.
  • Liaise with clients and agencies, subcontractors, and design teams on projects.
  • Review project changes, pending or anticipated alterations to the contract, additional work requests, and all other factors, which may significantly affect staffing requirements or budget.
  • Provide technical assistance in the resolution of design problems including field investigation or inspections, detailed design work, detailed review of design computations done by others and general coordination of design aspects.

Qualifications
  • Bachelor's degree in engineering required.
  • Registered Professional in field of expertise required.
  • Ten or more (10+) years of experience in engineering, and construction.
  • Ability to write reports, prepare narratives, development applications, submittal documents and response letters.
  • Ability to write change orders and proposals along with market the firm.
  • Proficient in advanced software tools and field inspection equipment.
  • Strong ability to read and interpret complex construction plans and specifications.
  • Must hold a valid state driver's license and successfully pass a motor vehicle check.
  • Working knowledge of applicable laws, standards and regulations relating to engineering and construction.
  • Considerable skill in preparing construction drawings, plans and specifications, and contract documents.
  • Work knowledge of math, surveying, construction plans, materials testing and construction materials and techniques as it applies to the work environment.
