The Senior Preconstruction Manager takes a leadership role in guiding complex projects from concept to construction by managing planning, design optimization, and financial oversight. This role involves project strategy development, stakeholder engagement, and the integration of innovative solutions to drive efficiency and ensure projects begin on a solid foundation aligned with client and organizational goals.Principal Duties and Accountabilities:
  • Lead development of opportunities for future projects and network internally and externally to pursue such opportunities in the immediate future.
  • Oversee conceptual budgets developed with quantity take-offs, preconstruction tools, and pivot table analysis.
  • Review design documents (drawings, specifications, addendums, etc.) for evaluation of system, cost, coordination, and schedule impacts with a focus on high risk items and areas of concern. Facilitate effective communication across the entire project team, including the design team, and ensure all feedback is integrated into the preconstruction approach.
  • Oversee the preconstruction phase of the project lifecycle and focus on looking ahead at the project milestones and preparing the project team appropriately. Additionally, manage project executive relationships and communicate regularly with internal project leadership throughout project construction.
  • Proactively anticipate potential issues and plan ahead to minimize risk. Creatively develop solutions to optimize project strategy and execution to maximize project profitability and support project teams resolving issues as necessary.
  • Oversee the creation of budget estimates utilizing the PD Pricing sheet and the definition of project scope despite incomplete design details. Continuously update preliminary estimates as the design evolves, identifying and tracking scope changes via a trend log. Ensure complete and competitive estimates.
  • Oversee all internal project team meetings through the preconstruction phase and participate in forecasting meetings on key projects and all key milestone meetings (strategy, audit, debrief, etc.) through project completion.
  • An owner of USE safety culture on the jobsite. Participate in regular safety policy refresher courses, championing a safe work environment.
  • Oversee coordination of project operations startup, including budget development, equipment logs, and material matrices. Ensure the Operations team has all necessary information to begin driving construction.
  • Assist the Operations team with quote scope review and lead time management, ensuring procured material and equipment items meet the requirements set by the system, project specifications, and building codes.
  • Oversee the creation and upkeep of internal pricing references and tools, using technical expertise to ensure tools are working as intended.
  • Oversee the design-build process and management of engineers and design partners throughout design development, driving USE standards into designs as much as possible, proactively addressing issues and ensuring constructability. Review engineering calculations and regulatory codes as necessary and assist with coordination of other trades when possible.
  • Partner with Operations team on project pursuits by leading development of pursuit strategies, scope and design reviews, budget development, proposal development, risk analysis, GC schedule reviews, and interview preparation and execution for all assigned projects.
Management Responsibility:
  • Supervisor - responsible for hiring, performance management and pay administration for subordinates. Potential supervised positions: Preconstruction Managers, Assistant Preconstruction Managers, Preconstruction Engineers
Education & Experience:
  • Bachelor's degree in Mechanical Engineering, Construction Science/Management, Architectural Engineering, or related field.
  • P.E. (Professional Engineer) license strongly preferred.
  • Prior experience in preconstruction and mechanical and plumbing design, with a focus on large-scale projects or portfolios.
Knowledge, skills, and abilities:
  • Expert understanding of how our key mechanical and plumbing systems work, the components, and the advantages and disadvantages of each. Consulting engineering design expertise preferred.
  • Advanced knowledge of construction technology, processes, and standards.
  • Proficient with Microsoft Office (Excel, Word, etc.), Bluebeam, and estimating software.
  • Advanced understanding of project management principles and business and financial acumen.
  • Excellent communication and interpersonal skills for building professional relationships. Ability to articulate messages, to be persuasive, and explain position to target audiences who may possess varying levels of technical knowledge.
  • Team-oriented with a collaborative and innovative spirit.
  • Excellent organizational skills and proactive problem-solving abilities.
  • Self-motivated, results driven, and capable of driving projects to completion.
  • Detail-oriented with the ability to effectively manage multiple tasks in a fast-paced environment.

Physical and/or travel demands:
  • Routine driving to project sites required. Work will be done in a combination of office and jobsite environments.
  • Travel to temporary assignments, or relocation may be required based on project needs and locations.
  • Physical demands include walking on uneven surfaces, climbing ladders, bending, kneeling, and lifting. Position includes sitting and standing, use of telephone, keyboard, and computer monitor.
  • Occasional overnight travel to other regional offices or project sites may be required.
Benefits and Compensation:
  • The range for this position has been established at $125,840.00 - $177,750.00
    per year and is US Engineering Construction's good faith and reasonable estimate at the time of the posting. The compensation offered to the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty, and training.
  • Your total compensation will go beyond the number on your paycheck. Team members are eligible for a year-end bonus based on company and/or individual performance as well as paid time off. An industry-leading benefits package including health, dental, and vision plans, matching retirement contributions, and matching 529 contributions all add to your bottom line.
