Summary:
The HCS Mgr, Oncology Performance and Outcomes is a service line leader responsible for driving quality, outcomes, data, accreditation, registry, and value-based care initiatives across the UNC Health Cancer Service Line. This role serves as a strategic and operational partner to the Chief of Oncology and Service Line Executive Leadership team while ensuring alignment of performance, quality, and alternative payment model (APM/EOM) work across the service line.
The manager translates Cancer Service Line strategy into measurable outcomes, supports regulatory and accreditation readiness, and ensures data-driven decision-making to advance high-quality, patient-centered, and financially sustainable oncology care.
Responsibilities:
Cancer Service Line Performance & Outcomes
Lead the Cancer Service Line's performance and outcomes strategy, including clinical quality, operational metrics, and outcomes measurement.
Partner with physician leaders, service line-wide disease leaders, and administrative leaders to identify opportunities for improvement and standardization across oncology programs.
Develop and monitor performance dashboards and reports for service line leadership.
Service Line Wide Program Leadership
Lead the development, implementation, and long-term sustainability of priority Cancer Service Line programs (e.g., lung cancer screening, quality improvement, early detection initiatives), ensuring alignment with organizational strategy, regulatory requirements, and evidence-based practice.
Partner with physician, operational, and administrative leaders across the health system to establish program goals, drive performance improvement, remove barriers to execution, and foster accountability for quality, access, patient outcomes, and program growth.
Monitor and report enterprise program performance through defined metrics and governance structures, providing strategic recommendations to senior leadership and ensuring continuous improvement, scalability, and consistent execution across all care delivery sites.
Quality & Accreditation
In partnership with the Cancer Service Line Quality Medical Director, oversees oncology quality initiatives across the Cancer Service Line, ensuring alignment with system quality priorities.
Lead accreditation and certification efforts (e.g., Commission on Cancer, NAPBC, disease-specific accreditations).
Coordinate survey preparation, readiness activities, performance improvement plans, and corrective actions.
Serve as the primary service line liaison to Quality, Regulatory, and Compliance partners, across the enterprise.
Data, Analytics & Registry Oversight
Provide strategic oversight of oncology data services, including cancer registry operations and reporting.
Ensure accuracy, timeliness, and consistency of oncology data used for quality reporting, accreditation, research, and value-based care.
Translate complex data into actionable insights for service line and executive leadership.
Partner with analytics and IT teams to support evolving oncology data needs.
Value-Based Care & Alternative Payment Models
Lead service line implementation and ongoing management of oncology alternative payment models, including the Enhancing Oncology Model (EOM).
Coordinate quality, reporting, and operational requirements associated with value-based oncology care.
Collaborate with finance, contracting, population health, and clinical leaders to optimize performance under APMs.
Monitor performance against EOM quality and financial benchmarks and support continuous improvement.
Strategic & Administrative Leadership
Serve in a chief-of-staff-type role for the Chief of Oncology, supporting strategic planning, prioritization, and execution of Cancer Service Line initiatives.
Serve as manager for programs across the Cancer Service Line, supporting strategic planning, prioritization, and execution of Cancer Service Line initiatives.
Coordinate cross-functional workstreams spanning quality, data, accreditation, and value-based care. Represent the Cancer Service Line on system committees, workgroups, and external forums as needed.
Support development and execution of service line goals, annual plans, and leadership communications.
Other Information
Education Requirements:
Bachelor's degree required
Master's degree preferred (MHA, MPH, MBA, or related field)
Licensure/Certification Requirements:
7+ years of progressive healthcare leadership experience in service line management, quality, analytics, population health, or related areas.
5+ years of supervisory leadership experience
Experience supporting oncology services strongly preferred.
Demonstrated experience with quality improvement, accreditation, and performance management.
Experience with value-based care models and/or alternative payment models preferred.
Professional Experience Requirements:
Strong strategic thinking and execution capabilities.
Ability to influence and lead across clinical and administrative teams without direct authority.
Advanced analytical and data-translation skills.
Excellent written, verbal, and executive-level communication skills.
Proven ability to manage complex, cross-functional initiatives.
