Job description

The Manager, IT Application Development, is responsible for the planning, delivery, and ongoing support of enterprise store technology solutions across Family Dollar's retail footprint. This role leads internal team members and external development partners to deliver reliable, secure, and cost-effective applications that support critical store operations.
The position serves as a central intake and delivery point for store systems initiatives, managing demand, priorities, estimates, vendor performance, and execution. The Manager partners closely with Information Technology, all other Support Center resources as needed and third-party vendors to ensure successful delivery, deployment, and continuous improvement of store systems at scale.
Key Responsibilities
  • Own intake, prioritization, and delivery of application development initiatives from requirements through deployment
  • Lead and coordinate internal staff, consultants, systems integrators, and hardware/software vendors
  • Provide oversight and technical direction for application development, integrations, and deployments
  • Curate scalable enterprise level solutions that are reliable and optimized for future growth
  • Manage multiple concurrent initiatives while identifying risks, dependencies, and mitigation strategies
  • Oversee store technology deployments to ensure minimal operational impact
  • Manage budgets, forecasts, vendor contracts, and change orders
  • Hold vendors accountable to delivery commitments, SLAs, and financial controls
  • Drive process improvement, delivery quality, and operational stability
  • Develop team members through coaching, performance management, and resource planning
  • Travel: 10% or more for project-related events, conferences, and on-site meetings when required

Minimum Qualifications
Preferred but not required
  • Familiarity with retail store systems such as POS, store portals, workforce management, or store level mobile applications
  • Working knowledge of:
    • Web and mobile application development
    • Backend services, APIs, and system integrations
    • Data feeds and ETL processes
  • Experience supporting business critical, highly integrated systems
  • Exposure to Agile or hybrid delivery models and SDLC best practices
  • General understanding of cloud platforms (AWS, Azure, or GCP) and enterprise architecture considerations
