Portfolio Manager/Compliance AnalystRemote - Will Require Limited Travel

WHERE YOU’LL WORK:

This role will be remote and will require limited travel.

Duties/Responsibilities:

  • Schedule and maintain a calendar of all audits and compliance reviews for the communities in assigned portfolio.
  • Assist with all monthly state tenant data reporting.
  • Maintain accurate monthly occupancy reporting to external stakeholders.
  • Mail monthly utility reimbursement checks to the site.
  • Review incoming (via USPS or electronic) documents and ensure saved in accurate folders on company shared drive and maintain folder organization.
  • Update and maintain all management documents.
  • Prepare all Affirmative Fair Housing Marketing Plans with all attachments (including community contact letters) for existing properties.
  • Prepare management agreements and management plans as needed for existing and new developments.
  • Create and send annual posting notices for budgets and utility usage.
  • Maintain RealPage attributes and site details.
  • Implement bulletin board procedure and ensure all postings are complete and current.
  • Collect and upload final approved lease up files to investor portal as required.
  • Prepare investor reporting and submit to Senior Manager for review and upload.
  • Complete required quarterly reporting.
  • Ensure all monthly state reporting is completed accurately and in a timely manner.
  • Review and submit requests for all due diligence items needed for upcoming inspections by all state agencies, HUD, investors, and lenders for assigned properties.
  • Draft PRAC811 Contracts, obtain signatures and submit to the state agencies for approval.
  • Collaborate with RM’s and RVP to draft the required response for all state agency, HUD, investor, and lender. Compliance and Community level audit responses for review by Senior Manager.
  • Review template management agreements and management plans and provide comments as circumstances change.
  • Prepare documents for development staff for LIHTC applications and other funding applications.
  • Assists new field associates with access to the Staples account for their site.
  • EIV Monitor Property Compliance Reports monthly.
  • Assist with:
    • FASSUBTRACS
    • IMAX
    • PASS
  • Review Transmittals and transmit corrections.
  • Submit HAP Vouchers for HUD.
  • Posting payments for TRACS monthly.
  • Review and correct HAP ledgers.
  • Submit Special Claims.
  • Assist with the daily file processing reviews for new move ins and re-certifications for those properties that participate in the housing programs of designated portfolio.
  • Prepare and update Rent Schedules with income, rent and utility allowances.
  • Track, review, and prepare Utility Allowances.
  • Assist with the monthly, quarterly and annual reports requested from the city, county, state and other agencies.
  • Aid in preparing for audits either internally or on site, when needed.
  • Work closely with properties and managers in training and other areas in times of need.
  • Monitor state agency websites to ensure we are using the most up-to-date forms and policies.
  • Prepare in-house weekly, monthly and quarterly reports.
  • Track and monitor EIV compliance.
  • Assist other departments in time of need.
  • Monitor and approve 504 requests.
  •  Assist with other duties as assigned.

REQUIRED SKILLS & ABILITIES:

  • Proficient in Microsoft Office Suite.
  • Proficient in Real Page OneSite preferred.
  • Strong analytical skills and familiarity with basic accounting.
  • Ability to remain flexible and efficient in a fast-paced environment.
  • Ability to make intelligent and quick decisions, working well under pressure, and when faced with unexpected occurrences and delays.
  • Strong knowledge of income calculations and eligibility requirements.
  • Detail-oriented with excellent organizational and record-keeping skills.
  • Ability to interpret complex regulations and apply them accurately.
  • Effective communication and customer service skills.

EDUCATION AND EXPERIENCE:

  • Bachelor's Degree preferred.
  • Experience working in affordable housing programs including one of more of the following: LIHTC, Section 8, PRA 811, and HOME required.
  • Certifications preferred: COS, COS-V, HCCP, EIV Specialist

PHYSICAL REQUIREMENTS:

  • Must possess a valid driver’s license and auto insurance.
  • Travel with notice required. 
  • Must be able to lift 15 pounds at a time.
  • Must be able to site for prolonged periods while performing computer-based and administrative tasks.
