Manager, Policy & Strategy

FULL-TIME-HYBRID 2 to 4 days per month in office
About Us
The Care Transformation Collaborative of Rhode Island (CTC-RI) is Rhode Island's statewide primary care transformation organization. We bring together healthcare providers, health plans, state agencies, employers, academic institutions, and community organizations to strengthen primary care, improve healthcare access, advance integrated behavioral health, support workforce development, and drive healthcare transformation across the state.
Position Summary
CTC-RI is seeking a Manager, Policy & Strategy to help shape the future of primary care and healthcare transformation in Rhode Island.
This role serves as a strategic partner to organizational leadership and is responsible for healthcare trend analysis, policy analysis, stakeholder engagement, strategic planning, and development of new initiatives. The position works closely with healthcare leaders, policymakers, providers, payers, and community partners to identify opportunities, analyze emerging issues, and support statewide healthcare transformation efforts.
Key Responsibilities
  • Monitor healthcare trends, policy developments, and transformation initiatives
  • Conduct healthcare system analysis and strategic assessments
  • Develop reports, presentations, briefing materials, and recommendations
  • Support organizational strategic planning activities
  • Facilitate stakeholder groups, committees, and workgroups
  • Support development of grants, concept papers, and new initiatives
  • Represent CTC-RI in statewide meetings and collaborative efforts
  • Build relationships with healthcare providers, health plans, state agencies, and community organizations

Qualifications
Required:
  • Bachelor's degree
  • Five years of experience in healthcare strategy, healthcare policy, public health, healthcare administration, or related fields
  • Strong writing, communication, and analytical skills
  • Experience facilitating meetings and stakeholder engagement activities

Preferred:
  • Master's degree
  • Experience working in healthcare transformation, value-based care, workforce development, or healthcare policy
  • Experience with healthcare data, performance measurement, or strategic planning
