Job description

The Opportunity

The C.D. Howe Institute, Canada's leading independent, non-partisan public policy research institute, is seeking a Policy Analyst to join its research team on a full-time, permanent basis. Reporting to the Associate Director of Research, the Policy Analyst will contribute to the Institute's mission of advancing Canadians' living standards by conducting research on current economic policy issues and developing evidence-based policy recommendations. This role offers a unique opportunity to inform public policy debates and contribute to the Institute's research program.

Key Responsibilities:

  • Produce or coordinate four to six major papers per year, authoring at least two.
  • Author or co-author of at least six op-eds or intelligence memos per year.
  • Collect, analyze, and present data to support research publications, including producing Graphic Intelligence.
  • Conduct research and analysis to inform evidence-based public policy recommendations.
  • Assist in organizing one major conference or similar event per year related to current research topics.
  • Contribute to the development of research agendas, assist with the C.D. Howe Institute policy council meetings, and support the work of the C.D.Howe Institute policy councils across a range of public policy areas.
  • Recruit and work with external authors to contribute to the Institute's research.
  • Coordinate the peer review process for research papers to ensure high-quality publications.
  • As assigned, provide timely insights from monitoring the policy and political landscape to help shape research priorities, council discussions, and policy recommendations.
  • Review and provide feedback on research papers and publications.
  • Assist in communicating research findings to Institute stakeholders and the general public, including supporting media engagement, op-eds, and other communications efforts.
  • Act as an ambassador for the C.D.Howe Institute,representing the organization to the media, donors,authors,and government, as directed.
  • Attend and participate in bi-weekly research team meetings.
  • Work effectively in team settings and collaborate with senior researchers on projects.
  • Collaborate with events, membership, and communications teams on research-related tasks, such as suggesting speakers, supporting public-facing content, contributing to funding applications, and participating in relevant meetings.


Qualifications:

  • Master's degree in economics,public policy,or a related field.
  • 3-6 years experience (or equivalent) in policy research or a related field.
  • Demonstrated ability to conduct independent research and analyze data.
  • Strong analytical and problem-solving skills.
  • Proficiency in data analysis using Microsoft Excel and statistical software (e.g.,Stata).
  • Excellent oral and written communication skills.
  • Knowledge of Canadian public policy issues.
  • A keen interest in Canadian economic policy and a general understanding of Canadian history,politics,public finance, and government institutions.
  • Strong organizational and time management skills.
  • Ability to work effectively in a team environment.
  • Ability to build and maintain relationships with external stakeholders.

The expected annual base salary range for this position is $75,000-$95,000 CAD.

The final base salary offered will be commensurate with the candidate's relevant experience, expertise, and qualifications.
