The City of Oxnard is seeking a Director of Enterprise Data Analytics and GIS (Information Technology Officer II) to join its growing team of technology professionals. Reporting to the Chief Information Officer, this position leads the City's enterprise data analytics and Geographic Information Systems (GIS) programs.
The Director is responsible for advancing the City's ability to leverage data as a strategic asset to support operational decision-making, improve service delivery, and enhance transparency across City departments. The role leads development and management of enterprise data capabilities spanning the full lifecycle of data including data integration, data engineering, data architecture, data governance, analytics, and business intelligence.
The Director also oversees and manages the City's municipal GIS program as a core enterprise capability, ensuring that geospatial data and spatial analysis are leveraged as strategic tools supporting planning, operations, and service delivery across City departments.
Partnering with City leadership and departments, the Director leads a small team delivering enterprise analytics, dashboards, spatial analysis, data engineering, and GIS services and may provide direct analytical or technical contributions where appropriate to support departmental needs.
The Director of Enterprise Data Analytics and GIS serves as the City's lead authority for enterprise data analytics and geospatial data capabilities and is responsible for establishing and advancing the City's enterprise data practices across departments. The position leads initiatives that integrate data from multiple enterprise systems, develop advanced analytical capabilities, and support data-driven decision-making throughout the organization while overseeing the City's municipal GIS program as a strategic enterprise capability.
This role requires a high level of technical expertise, strategic planning, and organizational leadership to ensure that enterprise data and geospatial resources are effectively leveraged to support City operations, policy analysis, and long-term strategic objectives.
The position is expected to exercise a significant degree of independent judgment and technical authority in the development of enterprise analytics strategies, standards, and practices that influence technology and operational decision-making across the organization.
SUPERVISION RECEIVED/EXERCISED:
Receives general supervision from the Deputy Chief Information Technology Officer and/or Chief Information Officer. Exercises supervision over City staff and contract staff in the assigned function area.
PAYROLL/CLASSIFICATION TITLE: Information Technology Officer II
WORK SCHEDULE:
The normal work week is Monday through Friday 8:00 am-6:00 pm with every other Friday off. This position may be required to be available to work additional hours as needed to support workload needs.
Please note:
The Information Technology Department supports public safety personnel including the Police Department. Therefore, as part of the selection process, applicants will be required to successfully complete a thorough background investigation, which includes a polygraph exam.
Essential Functions
Typical duties may include, but are not limited to, the following:
Under general direction, develops, maintains, and governs the City's enterprise architecture framework to ensure alignment between business needs, technology solutions, and long-term strategic objectives.
Leads enterprise-wide technology architecture strategy across application, data, infrastructure, integration, security, and cloud domains.
Establishes architectural standards, design principles, and technology governance processes to guide technology investments and solution development.
Serves as the primary architecture advisor to the CIO and IT leadership, providing strategic guidance on modernization initiatives and technology roadmaps.
Leads the development and execution of the City's applied AI strategy including governance, use-case identification, risk management, policy guidance, and responsible adoption of AI technologies.
Evaluates emerging technologies and industry trends, recommending practical and sustainable approaches that enhance City services and operational effectiveness.
Provides architectural oversight for major projects including ERP, public safety systems, citizen-facing digital services, and enterprise platforms.
Ensures solutions are scalable, secure, interoperable, maintainable, and aligned with enterprise standards.
Fosters collaboration between IT divisions, business departments, and external partners to ensure architecture decisions support organizational priorities.
Develops and maintains architecture artifacts, roadmaps, and documentation that clearly depict current-state, transitional, and future-state environments.
Maintains quality service by establishing and enforcing architecture standards and governance practices.
General Responsibilities:
Establish and maintain enterprise architecture governance processes that guide technology selection and system design across departments.
Provide solution architecture guidance for complex initiatives to ensure consistency with enterprise standards.
Create and maintain technology reference architectures and patterns for cloud, integration, data, applications, and AI solutions.
Support citywide modernization initiatives by identifying opportunities for consolidation, standardization, and technical debt reduction.
Collaborate with IT leaders and project teams to review solution designs, ensuring alignment with security, scalability, and operational requirements.
Support budget and strategic planning processes by aligning technology investments with architecture roadmaps.
Assess existing systems and integration patterns to identify risks, redundancies, and improvement opportunities.
Define architecture strategies that support interoperability between legacy systems, enterprise applications, and cloud-based platforms.
Lead efforts to ensure ethical, secure, and compliant use of AI technologies within municipal operations.
Develop governance models for AI adoption including data usage, risk assessment, transparency, and accountability.
Serve as a key partner to cybersecurity leadership to ensure architectural alignment with security and risk management requirements.
Develop and maintain architecture documentation sufficient to support technology continuity and long-term maintainability.

Minimum Qualifications
Education:
  • A Bachelor's Degree from an accredited college or university with major coursework in Computer Science, Information Systems, Electronics Engineering, Voice/Data Communications, Public/Business Administration or a related field.

Experience:
  • Possession of six (6) years of considerable, progressively responsible professional experience in data analytics, business intelligence, data engineering, or related analytical fields including experience leading analytics projects or technical teams.
  • Two (2) years of supervisory experience.

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Safety Designated Positions: New members (as defined by PEPRA), 2.7% @ 57; "Classic" members 3% @ 50. The employee will be required to pay a portion of their annual earnings toward their retirement depending on their relevant MOU. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates:
Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.
Administrative Leave:
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation:
The City contributes 1% of employee salary to a 401(a) plan of its choosing.
Retirement Health Savings
The City contributes 1% to a retirement health savings account.
Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
