Job Description
The City of Santa Paula is currently hiring Administrative Analyst I for the Police Department. Duties may vary depending on the Department candidates are assigned to.
Under the direction of the Chief of Police or designee, performs administrative and analytical functions including accounting operations and, contracts and grants administration.
Knowledge of: Modern principles, practices, and methods of administrative and organizational analysis; principles and practices of municipal budgeting preparation and administration; general contract administration; structure and organization of public sector agencies; applicable federal , state, and local laws, codes and regulations pertaining to local government operations ; oral presentation techniques and practices; and modern office procedures, methods and computer equipment and applicable software.
Ability to: Compile, organize, present, and analyze statistical data in a clear and logical manner; analyze financial, budgetary, administrative, operational and organizational problems; identify federal and state funding sources; develop, maintain, and monitor a budget; communicate clearly and concisely both orally and in writing ; properly interpret and make sound decisions in accordance with laws , regulations , and policies; prepare and write complete and accurate reports; interpret , explain, and apply applicable laws, codes, and regulations; establish and maintain effective working relationships with City officials, consultants and contractors, fellow employees , and general public; and work independently and as part of a team.
Physical and Environmental Demands: Sufficient physical ability to work in an office setting: sit, stand, walk, reach, twist, turn, kneel, bend, squat, stoop for prolonged period of time, and/or strength and agility to lift up to 50 lbs of computer equipment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth to address business needs and changing business practices.

• Performs a variety of responsible and technical administrative and analytical assignments.
• Assists in the development of new program elements and program modifications as necessary to meet goals and objectives.
• Participates in grant administration activities; assist in researching grant opportunities and preparing grant proposals letters of inquiries, and other grant documents; prepares grant status reports as required.
• Participates in contract administration activities including assisting with the procurement process, the development of bid documents and the execution of the formal bid process and contract awards; and monitors contract budgets.
• Participates in the development and administration of the department budget; collects and analyzes financial data; creates data tracking and reporting systems; and monitors expenditures.
• Performs complex clerical and accounting duties involving the preparation, maintenance, and processing of accounting transactions or documents; prepares and maintains financial spreadsheets for ledgers and statistical records; prepares reports from spreadsheets summarizing information and financial records.
• Maintains, audits, verifies, and reconciles a variety of accounts, reports, journals, budgets, or related fiscal or statistical data; summarizes and posts data.
• Conducts surveys and performs research and statistical analysis; prepares summary reports.
• Provides information to the public, other City departments, and external agencies that requires the use of judgment and the interpretation of rules or procedures; meets with the public to obtain data, interpret information and answer questions; prepares correspondence independently to answer questions, request information, or provide explanations.
• Performs related duties as assigned.

DISTINGUISING CHARACTERISTICS:
This series is designed to perform analytical, budgetary and fiscal duties within the context of the City of Santa Paula as a whole and, as such, this series functions in a staff capacity to the City Departments. Specific duties of individual positions may vary, depending on assignment, but the major component of all positions is analytical, budgetary and fiscal duties, and all have extensive involvement with City departments, other governmental bodies and private entities.
Administrative Analyst I is the entry level class in the series. It provides experienced administrative support at the professional level in one or more support areas that may include general, or professional support in projects related to budget, finance, contract and grants, public outreach or other assignments; compiles and analyzes data; participates in design and implementation of systems, procedures and programs.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
A combination of experience and education equivalent to an Associate's Degree from an accredited college or university with major course work in business, accounting, marketing, management, liberal studies, or a closely related field is required; AND experience as follows:
Administrative Analyst I: requires one year of professional administrative, analytical and/or budgetary experience preferably within a local government environment. An Associates Degree, plus completion of an internship with a local government agency, is also qualifying.
An additional two years of professional-level administrative, analytical and/or budgetary experience with a minimum of one year in a public works department may be substituted for an Associate's Degree.
License; Certificates; Special Requirements: A valid Class C California driver's license. Work may be required on evening meetings.
In addition to your Salary, the City of Santa Paula offers you an extensive package, including:
Retirement: Individuals who were active members of a reciprocal public retirement system within the last six months, and considered existing "classic" members will be enrolled in the CalPERS 2% at 55 retirement plan.
Other new employees will be enrolled in the CalPERS 2% at 62 retirement plan.
Cafeteria Plan: The City currently contributes $1,550.00 a month allowance* towards a cafeteria plan, which can be used towards the premiums of health, dental and vision insurance.
*Employees electing to opt out of medical coverage will receive a maximum opt out allowance of $500.00 per month.
Long Term Disability Insurance: The City offer employer paid long term disability insurance.
Annual Leave: 96 hours of annual vacation leave for the first five years of employment; 96 hours of annual sick leave; 62 hours of annual administrative leave for EXEMPT positions.
Paid Holidays: 12 holidays and 2 personal floating holidays per year.
Flexible Spending Arrangements (FSA): Medical and dependent care reimbursement account is available.
Deferred Compensation Program: Deferred Contribution Plan (457 plan) is available, the City shall provide a matching contribution to an employee's deferred compensation plan of up to one percent (1%) of the employee's base salary.
Tuition Reimbursement: Employees are eligible for tuition reimbursement up to $3500 per fiscal year for job related or professional development courses.
Life Insurance: The City provides group term life insurance coverage up to $100,000.00 for each employee.
