About the Opportunity

We're hiring a Senior Manager, PMO to build, professionalize, and scale our project management function from the ground up. This is a hands-on leadership role for someone who can operate at both the strategic and tactical level, designing repeatable processes and templates one day, sitting in a client escalation call the next, and coaching a growing team of project managers throughout.
You will be a foundational leader as we scale 3x over the next 3-4 years, directly shaping how we deliver, implement, and retain government clients at scale. This is a player-coach role.

Key Responsibilities:

Team Leadership & Talent Development

  • Build, hire, and lead a high-performing team of Project Managers / Implementation Managers, scaling the team and processes in line with company growth (from $50M to $150M ARR)
  • Establish career pathing, performance management, coaching frameworks, and onboarding programs for PMO staff
  • Foster a culture of accountability, client-centricity, and continuous improvement
  • Act as a player-coach — hands-on in delivery while developing direct reports into future leaders

PMO Build-Out & Process Ownership

  • Stand up the formal PMO function: governance model, methodology, and delivery playbooks appropriate for public sector implementations
  • Design and implement standardized templates for project charters, implementation plans, status reporting, RAID logs, and change orders
  • Define and continuously improve intake-to-close delivery workflows, ensuring consistency and scalability across a growing project portfolio
  • Establish KPIs and dashboards to track project health, resource utilization, on-time/on-budget delivery, and client satisfaction

Client-Facing Delivery & Escalation Management

  • Serve as a senior escalation point for at-risk or high-visibility government client implementations
  • Partner directly with client stakeholders (agency leadership, CFOs, procurement) to manage expectations, timelines, and scope
  • Lead executive-level status reviews and steering committee meetings for strategic accounts
  • Systems, Tools & Reporting
  • Influence and optimize the PMO's tool stack
  • Ensure clean data flow and reporting between CSM, Support, Sales, and Delivery systems
  • Own KPIs including backlog, at-risk reporting, projected go-live dates, and budgets vs. actuals

Cross-Functional & Strategic Contribution

  • Partner with Sales, Customer Success, Product, and Engineering to ensure smooth handoffs and alignment on client commitments
  • Provide input into resourcing models and hiring plans as the company scales toward $150M ARR — looking for opportunities for continuous efficiencies
  • Contribute to broader operational scalability initiatives, including pricing/packaging of services, SOW standardization, and delivery capacity planning

Critical Skills/Experience:

Experience

  • 7+ years in project/program management, with 3+ years in a PMO leadership or team management capacity
  • Experience in SaaS, ideally with GovTech, public sector, or highly regulated environments
  • Demonstrated success building or scaling a PMO function from an early or informal stage into a structured, repeatable practice
  • Track record of managing and growing a team of PMs/Implementation Managers (hiring, coaching, performance management)
  • Direct experience with Salesforce, Rocketlane, ChurnZero (or comparable implementation/PS tools), and Gong (or comparable call intelligence platforms)
  • Experience managing client escalations at the executive level, ideally with government or public sector clients
  • Strong understanding of both Agile and traditional/Waterfall methodologies, with the judgment to apply the right approach by client and project type

Compensation:
  • In the spirit of transparency, we are excited to share the base salary for this position is $115,000 - $135,000 USD and exclusive of fringe benefits or potential bonuses. If you are hired at ClearGov, your final base salary compensation will be determined by factors such as skills, interview performance, education and/or experience. In addition to those factors, we believe in the importance of pay equity and consider internal equity of our current team members as a part of any final offer. Please keep in mind that the range mentioned above is the full base salary for the role. Hiring beyond the base range would not be typical in order to allow for future & continued salary growth. We also offer a generous compensation and benefits package (more information on benefits listed below).
