Job Overview
We are hiring an experienced full-time HR Generalist based in Irvine, California, to own all local human resource functions and end-to-end talent recruitment for our U.S. team. This role will serve as the local HR lead, partnering directly with our China headquarters to manage U.S. local hiring, labor compliance, payroll and tax related procedures, HR system administration, and daily employee operations. This is a long-term, on-site based HR role supporting ongoing business growth and local team expansion.

Key Responsibilities
1. Full-Cycle US Local Recruitment
Independently manage and operate U.S. mainstream recruitment platforms, including account setup, job posting, channel optimization and talent sourcing. Conduct full-cycle recruitment work including resume screening, phone and video interviews, candidate evaluation, post-interview salary negotiation, offer issuance, and pre-onboarding candidate retention. Track recruitment pipeline in real time, resolve candidate inquiries, and ensure stable and timely onboarding of new hires. Compile recruitment data regularly and deliver standardized recruitment analysis reports.
2. U.S. Labor Law, Tax & Compliance Administration
Familiar with U.S. federal and California local labor policies, tax rules and employee benefit systems. Responsible for local employment compliance management, payroll coordination, statutory declaration procedures, workersโ compensation and benefit arrangement. Establish and optimize local HR management rules, prevent daily labor risks, and ensure all local employment operations are fully compliant with local regulatory requirements.
3. HR System & Daily Local HR Operations
Manage the daily maintenance, data update and functional iteration of U.S. local HR and payroll systems. Take charge of employee onboarding & offboarding procedures, personnel file management, employee status adjustment, leave and attendance administration. Standardize local HR workflows to ensure standardized, systematic and closed-loop daily human resource management.
4. Cross-Border HR Collaboration
Act as the key local HR liaison between the U.S. team and China headquarters. Efficiently align recruitment demands, personnel changes, policy updates and operational issues. Provide localized HR professional advice to support sustainable development and team scaling of the U.S. business.
Job Requirements
1. Legally authorized to work in the United States, currently residing in Irvine or Orange County area, able to work long-term and stably.
2. Fluent in both Mandarin and English (mandatory); Possess solid cross-cultural communication background, fluent in both Chinese and English with seamless bilingual communication; both languages can be used as working languages.
3. 5 years of professional U.S. local HR working experience, with mature experience in full-cycle recruitment, salary negotiation, offer management and new hire onboarding follow-up.
4. In-depth knowledge of U.S. federal and California labor laws, payroll tax mechanisms, employee benefits and local compliance filing procedures; proficient in operating mainstream U.S. HR/payroll systems.
5. Familiar with U.S. local talent market and mainstream recruitment channels, with independent team recruitment and staffing experience.
6. Rigorous, detail-oriented and highly independent, with strong cross-team communication, problem-solving and execution capabilities, able to independently take charge of all local HR affairs.
Compensation & Benefits
- Annual Base Salary: $70,000โ$90,000 USD (DOQ, based on experience and competency)
