Pima Animal Care Center (PACC) is looking to hire an Animal Care Field Investigation Officer to join our team. In addition to the Field Officer duties, our Investigators handle our dangerous/vicious dog investigations, hoarding investigations, joint-agency investigations, and higher-level cases as needed. In this role, you will investigate reported violations of animal care laws and ordinances to help keep Pima County's pets safe.
PACC is open seven (7) days a week. Availability to work all schedules is required. Current rotating schedules include 6:00 am - 4:00 pm and 11:00 am - 9:00 pm.
Essential Functions:
As defined under the Americans with Disabilities Act, this classification may include any of the following tasks, knowledge, skills, and other characteristics. This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents of this class. Work assignments may vary depending on the department's need and will be communicated to the applicant or incumbent by the supervisor.
Conducts detailed investigations of alleged violations of animal care laws and ordinances, including gathering information and evidence from agencies, interviews, and on-site inspections;
Enforces dangerous animal regulations by evaluating behavior, classifying animals, and assessing owner responsibility, presenting evidence and defending determinations at hearings;
Obtains search warrants, conducts searches, and identifies, collects, and maintains custody of evidence for prosecution, ensuring chain-of-custody and supporting prosecuting attorneys;
Assists other agencies in investigating felony animal cruelty cases and inspects businesses or special events for compliance with animal care laws and ordinances;
Interviews victims, witnesses, and suspects to verify information, establish background, and determine probable intent of alleged violators;
Prepares and maintains detailed manual and automated records and reports, including documentation in support of prosecutions;
Testifies in court on cases related to animal care laws and dangerous animal classifications;
Operates and maintains assigned vehicles and animal control equipment, including chemical-immobilization tools, snares, ropes, nets, and traps;
May authorize use of controlled chemical capture delivery systems by qualified staff;
Serves as a technical resource, advising and training less experienced employees in proper procedures;
May act as a lead in the absence of the supervisor and perform enforcement, field service, or animal care activities as required;
Performs safety inspections, operator-level maintenance, and ensures proper operation of assigned equipment and resources.
Minimum Qualifications:
One year of experience enforcing animal care laws and ordinances. (Fifteen semester hours or thirty quarter hours of college-level coursework from an accredited university or college in veterinary or animal science education may substitute for six months of required experience.)

Six months of experience with Pima County as an Animal Care Field Officer.

Minimum six (6) months experience conducting investigations, such as dangerous or vicious dog and/or joint agency investigations.
Education and/or training specifically involving animal cruelty investigations.
Experience and/or education in social work, education, community organizing, and/or program development.
Bilingual (Spanish/English).

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources.
