Job description

The Fiber Plant Manager is responsible for the oversight, maintenance, and strategic growth of Hotwire Communications’ fiber-optic network infrastructure. This role manages end-to-end outside plant (OSP and ISP) operations, including construction, splicing, testing, repair, documentation, and preventative maintenance. The Fiber Plant Manager ensures that fiber builds and repairs meet company standards for performance, reliability, and safety while supporting expansion and restoration initiatives across the service region.

Duties / Responsibilities:

  • Oversee the planning, construction, installation, and maintenance of the fiber outside plant (OSP and ISP) network, including aerial and underground infrastructure.
  • Manage and supervise internal crews and contractors performing fiber construction, splicing, and repair work.
  • Ensure network integrity through scheduled inspections, preventative maintenance, and restoration planning.
  • Lead response to fiber outages or damage events, ensuring rapid repair and minimal service disruption.
  • Maintain accurate records of fiber routes, splice points, OTDR test results, and plant documentation using GIS and network management systems.
  • Collaborate with engineering, construction, and network operations teams on new builds and network upgrades.
  • Ensure compliance with all local, state, and federal regulations, safety standards, and permitting requirements.
  • Review as-built documentation and work orders to ensure accurate reflection of physical plant infrastructure.
  • Forecast material needs, order equipment, and manage inventory for OSP projects.
  • Develop and manage budgets for fiber plant operations and projects.
  • Serve as the subject matter expert for fiber infrastructure during audits, customer inquiries, and vendor engagements.
  • Review and approve ISP Designs in partnership with designing and construction teams.
  • Other duties as required or assigned.

Minimum Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. 

  • High School Diploma or equivalent required; Associate’s or Bachelor’s degree in Telecommunications, Engineering, or Construction Management preferred.
  • 7+ years of experience in fiber network construction, maintenance, or operations, with at least 3 years in a management or supervisory role.
  • Working knowledge of GIS tools, OTDR test equipment, and fiber documentation platforms.
  • Valid driver’s license and clean driving record required.
  • OSHA 10/30 and fiber certification (e.g., FOA CFOT, ETA) preferred.
