ESSENTIAL DUTIES AND RESPONSIBILITIES These requirements are a representation of the types of duties and responsibilities that will be required of positions given this title and shall not be construed as an exhaustive list of specific duties and responsibilities. Management may direct employees to perform job-related tasks other than those specifically presented in this description. Oversees institutional technology including telecommunications, computer systems and infrastructure, operations and maintenance.

Responsible for defining and maintaining a long-term Institutional Technology vision and strategy for PHSC. This vision will include an inclusive approach toward evaluating existing applications, infrastructure and policy, and making recommendations to the Vice President, Policy, budget and Administration on a direction and plan for an appropriate integrated, cost-effective, consistent and effective Institutional Technology strategy. Recommends policy and establishes guidelines that define a comprehensive framework which governs areas such as privacy, security, back-up and recovery procedures, telecommunications, systems development standards, and information management systems.

Adopts and implements a set of internal controls, which provides reasonable assurance that operations are effective and efficient; assets are safeguarded; information is reliable and secure; and applicable laws, policies, regulations, rules and procedures are followed. Manages the Network Services, Institutional Technology, and Management Information Systems departments and maintaining a customer-oriented focus. Consults with administration, faculty, staff, and students to craft specific technology plans that meet the needs of the College.

Oversees efforts to improve process efficiency, technical quality, and cost effectiveness. Articulates the Institutional Technology vision and plans of PHSC to all relevant constituencies. Participates in PHSC Institutional Technology contract negotiations and procurement initiatives.

Keeps current on leading technologies and methods within Technology, directing research and pilot activities as appropriate. Recruits, develops talent in both management and technical disciplines. Serves as chair or co-chair of related Institutional Technology committees.

Serves as a member of the President's Administrative Leadership Team and on other committees / councils as appointed. Represents the College at the Florida College System Chief Information Officers Council. Establishes quality standards, ongoing evaluation and best practice security protocols for college software procurement and implementation.

Supports software applications used in preparing the College's various accreditation submissions. Responsible for the coordination and support of the college's ERP (Enterprise Resource Planning) and supporting systems. Collaborates with respective areas on the research, evaluation and procurement of specialized technologies including but not limited to artificial intelligence, audiovisual, assistive technology, cellular, medical, and robotics.

Works collaboratively with the Vice President, Academic Affairs / Chief Academic Officer, and Vice President, Student Affairs, to provide support of college-wide distance education instruction and online academic and student support services. As a member of the executive team at the College, this individual is required to be accessible via e-mail and cellular phone as needed. As such, this individual must have and maintain a cellphone or similar electronic device capable of receiving e-mails and must keep on file with Vice President, Policy, Budget and Administration and the Human Resources Office a valid and current cellular phone number.

Additionally, the incumbent must be able to retrieve certain College electronic documents relating to emergency response and operations; such storage and access must be on a secure portable device capable of operation with or without internet access and AC power. Performs other duties as assigned. MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS / QUALIFICATIONS Master's Degree in Computer Science, Information Systems, or related field from a regionally accreditedinstitution, with a minimum of five years of upper-level IT administration experience or Bachelor's and education and experience which provides the required knowledge and abilities.

KNOWLEDGE, SKILLS, & ABILITIES Demonstrated expertise in a multi-siteenvironment. Management skills in directing and supervising people, projects, resources, vendors and business partners. Demonstrated staff management expertise with at least five (5) years of experience in a supervisory role.

Working knowledge of the use of information technologies including enterprise resource systems (ERP), networking technologies, network security, telecommunications, and wireless connectivity. Demonstrated ability to lead and manage change to include a successful track record in executing complex change initiatives across the organization in a resource constrainedenvironment. Ability to maintain positive interpersonalandcommunicationskillsnecessarytointeractwithPHSCconstituents, as well as IT professionals and the externalcommunity.
