Description
The Philadelphia Housing Development Corporation (PHDC) is a multi-entity organization comprised of PHDC, the Philadelphia Redevelopment Authority, and the Philadelphia Land Bank. Together, these entities deliver some of the nation's largest housing programs, including affordable housing initiatives and the construction and preservation of multi-family developments throughout Philadelphia.
PHDC is seeking an experienced, hands-on Controller to own the day-to-day management of the accounting function across the organization's multiple entities. Reporting directly to the CFO, the Controller is responsible for the accuracy, timeliness, and integrity of financial reporting, the effectiveness of internal controls, and the performance of the accounting department.
This is an operational leadership role for someone who wants to be in the details: reviewing complex transactions, tightening processes, and building a high-performing team - while also serving as a trusted right hand to the CFO on reporting, audit, and organizational priorities.
Under the general direction of the Chief Financial Officer (CFO), the Controller is responsible for the integrity, accuracy, and timeliness of PHDC's accounting and financial reporting functions across PHDC and its affiliated entities. The employee in this class serves as the organization's principal technical accounting authority; establishes accounting policies and internal control standards; oversees financial reporting, audits, grants accounting, accounts receivable, treasury operations, and financial systems; supervises the Director of Accounting; and performs related work as required.

Requirements
MINIMUM QUALIFICATIONS
• Completion of a bachelor's degree from an accredited college or university in accounting, finance, or a closely related field; a Certified Public Accountant (CPA) designation is preferred.
• At least eight years of progressively responsible accounting experience, including at least three years managing and developing professional staff and experience supervising other managers.
• Experience managing financial statement audits and complex multi-entity financial reporting.
• Experience in a governmental, public-sector, housing, community development, or nonprofit environment is preferred.
• An equivalent combination of acceptable training and experience that demonstrates the required competencies may be considered.
