Job description

Terminal OperatorThe Terminal Operator is a front-line operations professional responsible for the safe, efficient, and compliant receipt, handling, storage, and shipment of refined petroleum products at PBF Energy's Delaware City Refinery Terminal. Working under the direction of the Terminal Manager, the Terminal Operator performs hands-on terminal activities including pipeline and truck rack operations, product sampling and quality verification, inventory management, environmental monitoring, and equipment maintenance. This role is central to maintaining uninterrupted, regulation-compliant product flow while upholding the highest standards of safety and environmental stewardship.

Principal Responsibilities

  • Safely receive, handle, and ship refined petroleum products via pipeline and truck rack; operate the Terminal Management System (TMS) for product movements.
  • Monitor backup Pipeline HMI at the truck rack; report alarms to the Central Control Center.
  • Prepare and distribute daily inventory, terminal balance, and rack activity reports; ensure customers receive accurate and timely throughput data.
  • Champion a safety-first culture: conduct pre-task JSAs, wear required PPE (FR clothing, hard hat, safety glasses, steel-toed boots, H2S monitor), and proactively identify and report hazards.
  • Ensure compliance with EPA, DNREC, and DOT requirements; perform spill prevention checks, secondary containment inspections, and emergency equipment verifications.
  • Participate in emergency response drills, safety stand-downs, and incident investigations; support root cause analysis and corrective action follow-through.
  • Keep loading rack equipment (mechanical and electrical) clean and fully operational; conduct facility inspections including perimeter walks up to 2 miles and AST gauging.
  • Maintain safety systems, field instrumentation, and environmental controls; report deficiencies and confirm resolution.
  • Enforce site safety and access requirements with truck drivers; train new drivers on terminal procedures, automation equipment, and emergency features.
  • Coordinate with contractors during maintenance activities; maintain accurate movement logs, loading tickets, Bills of Lading, and all required regulatory records.
  • Support the Terminal Manager in operations, safety, and environmental matters as needed; perform other duties as assigned.

Qualifications

  • High school diploma or equivalent; Associate's degree or technical certification in Industrial Operations or Process Technology a plus.
  • Minimum 1 year of hands-on experience in petroleum terminal, pipeline, refinery, or heavy industrial operations (2+ years preferred).
  • Working knowledge of petroleum product handling, ASTs, loading rack systems, metering equipment, and terminal infrastructure.
  • Proficiency in Microsoft Office Suite; ability to learn terminal automation and TMS platforms.
  • Strong communication, documentation, and organizational skills; sound judgment in safety-critical, time-sensitive situations.
  • Ability to work a flexible schedule including rotating shifts, after-hours call-outs, weekends, and 24/7 emergency availability.
  • Must hold or be eligible to obtain a TWIC card and valid driver's license; must pass pre-employment and random drug/alcohol screening.
  • Experience with SCADA or terminal automation software preferred.
  • Familiarity with DOT, EPA, DNREC, and applicable federal/state petroleum terminal regulations preferred.
