Job description

Koniag IT Systems, LLC a Koniag Government Services company, is seeking a Personnel Security Specialist with a TS/SCI security clearance to support KITS and our government customer at the Pentagon, Arlington, VA.

Koniag IT Systems (KITS) currently has an opening for a Personnel Security Specialist for the Department of Defense Office of the Office of the Secretary of War, Research and Engineering (OUSW R&E) Chief Digital and Artificial Intelligence Officer (CDAO).  The successful candidate will provide the full spectrum of personnel security support to the Government Client.  This position will include ensuring government security requirements are met, coordinating and working with internal and external organizations, generating solutions for new and developing security programs, employing risk management practices in supporting security goals and objectives, and coordinating the actions of another staff member.  The candidate must understand DoD Personnel Security, CAC issuance, DD254s, and the Office of the Secretary of War (OSW) environment.

 

Responsibilities: 

  • Shall assist government personnel with managing the Personnel Security Program, associated security databases, personnel security files, and other administrative files IAW applicable regulations, instructions, policies, and/or established guidelines.
  • Assist with developing, coordinating, maintaining, and updating (semi-annually) Personnel Security Standard Operating Procedures (SOP) Manual that reflect the current operating environment.
  • Shall have Personnel Security experience within the Department of Defense (War) including knowledge of ICD-704, e-QIP, and Defense Information System for Security (DISS), and other government owned databases.
  • Experience initializing/initiating personnel security investigations using e-QIP
  • Understanding of Security Management Codes (SMO) and the ability to send, and review visit request.
  • Maintain SCI personnel Rosters.
  • Manage a registry of SCI classified material holdings.
  • Perform daily data updates to the Defense Information System for Security (DISS) and government owned databases for all organizational personnel.
  • Update and maintain all electronic and hard-copy personnel security files for assigned personnel IAW Records Management Directives and Privacy Act requirements.
  • Process, track, and monitor SCI indoctrination requests for all assigned personnel. Process SCI Nomination packages including pre-screen documents, SF86C and Questionnaire required documentation for review. Assist with indoctrinating SCI personnel, courier, and termination briefings.
  • Prepare, monitor, and disseminate SCI nomination correspondence and related documentation
  • Review all incoming Visit Authorization Request (VAR) packages and ensure all required information is included.
  • Assist with initial eligibility determinations using the Defense Information System for Security and/or Scattered Castles in accordance with applicable policies.
  • Perform accurate and timely updates of personnel briefings and debriefing records in DISS or applicable system.
  • Conducts annual personnel security reviews to include DISS database reviews, and prepare and execute corrective action plans as required.
  • Assist with conducting annual Classified Clean-Out Day, to reduce unnecessary classified holdings
  • Assist with creating and maintaining access roster to grant personnel access to classified information once  they possess a valid and appropriate security clearance, have executed an appropriate nondisclosure agreement, and have a valid need-to-know for access in performance of a lawful and authorized governmental function.

 

Requirements:

  • Current/Active Top Secret/SCI security clearance
  • Bachelor’s Degree in a related discipline or field
  • Experience supporting DoD Personnel Security functions, CAC issuance, DD254s, and related matters.
  • Experience analyzing various types of materials, to develop information regarding security vulnerabilities as it would apply to approval or denial of facility or information system access.
  • Knowledge of Federal personnel security principles, concepts, and methodologies.
  • Knowledge of administrative regulations and sanctions that apply to violations or non-compliance with security regulations.
  • Team-oriented and skilled in working within a collaborative environment.
  • Strong interpersonal and communication skills
  • Advanced MS Word, PowerPoint, Excel, and Outlook application skills

Highly Desired:

  • Prior Federal government, professional services or Federal consulting experience
  • Experience performing on projects of similar size and scope

Education:

  • Bachelor’s Degree

 

Clearance Requirement:

  • To be considered, must have a CURRENT/ACTIVE TOP SECRET/SCI.
