Job Purpose
Assist permit applicants (contractors, architects, engineers, and homeowners) with information regarding permit application submittal status, permit application payment processing, building codes, Town ordinances, and inspection scheduling. In addition, oversees the daily activities and performance of the Building Inspection Division administration staff.
Essential Job Functions
  • Provides information and assists customers at the Building Inspection Division counter, on the telephone, and through email regarding building permit applications, building code requirements, and building inspection scheduling
  • May verify contractor licenses, insurance, and other certifications
  • Reviews building permit applications and payments for completeness and applicability
  • Verifies proper building permit application fees, which may include processing of affidavit of final costs
  • Coordinates building permit application review and processing with other Town Departments/Divisions and non-Town agencies
  • Completes reports and queries as required by the Supervisor of Inspection or their designee
  • Conducts research regarding building permit applications and properties as required by the Supervisor of Inspections or their designee
  • Process and track Building Permit Applications revenue
  • Backup to review and address any issues with the Building Inspection Division staff time sheets
  • Supervise, assign, and oversee daily Building Inspection Division administrative staff activities and performance
  • Track and address customer complaints related to Building Permit applications and/or Building Inspection Division administrative staff in consultation with the Supervisor of Inspections
  • Review and approve Building Inspection Division administrative staff paid time off requests in consultation with the Supervisor of Inspections to maintain adequate administrative staffing levels

Knowledge, Skills and Abilities
  • Strong understanding of the Connecticut State Building Code (CSBC) and the international model codes
  • Basic knowledge of general building construction and structures; plumbing facilities and systems; heating, air conditioning, ventilation systems, related electrical systems, and sprinkler systems
  • General understanding of Town ordinances and regulations
  • Understanding the building permit application components
  • Able to read and understand construction plans, specifications, and reports
  • Ability to clearly communicate both orally and in writing general and technical requirements
  • Familiarity with a building department's workflows; including permit management software
  • Proficiency in Microsoft Office software products

Work Environment and Job Demands
Work is performed in an office setting, is subject to general supervision, and is normally performed with considerable independence and initiative. Must be able to push/pull objects weighing up to 20 pounds; to sit or stand for prolonged periods; to perform tasks which require hand-eye coordination. Work may occasionally be required beyond normal working hours.
Minimum Qualifications
Graduation from high school or equivalent and possession of an Associate Degree or completion of technical courses in building construction, building codes, or building inspection principles and techniques is desirable. ICC Permit Technician Certification is required within the first year of employment and thereafter maintained during employment in this position. Experience of five (5) years of increasingly responsible office administrative experience including supervisory experience. Familiarity with computerized applications for building inspection is highly desirable.
Maintaining a valid State of Connecticut driver's license is required with a driving history in accordance with Town of West Hartford Driving policy.

Applicants must obtain a passing score of 70% on the Oral Board Examination to be placed on the Eligible List for this position.
