What is a permit manager?

Permit Managers are professionals responsible for overseeing and coordinating the permitting process for construction, environmental, or business projects. They ensure that all necessary permits and approvals from local, state, or federal agencies are obtained before a project begins. Their role involves liaising with regulatory bodies, staying updated on relevant laws and regulations, and managing documentation to keep projects compliant. Permit Managers help streamline workflows, avoid project delays, and reduce the risk of legal issues related to permitting.

What are some common challenges permit managers face when coordinating with multiple agencies and stakeholders?

Permit Managers often navigate complex regulatory environments, which require coordinating with various governmental agencies, contractors, and internal teams. A frequent challenge is managing differing timelines and requirements from each entity, which can lead to delays if not addressed proactively. Building strong relationships and maintaining clear, organized communication are key strategies for overcoming these hurdles and ensuring timely permit approvals.

What are the key skills and qualifications needed to thrive as a permit manager, and why are they important?

To thrive as a Permit Manager, you need a solid understanding of regulatory compliance, project management, and permitting processes, usually supported by a relevant degree or experience in construction, engineering, or environmental fields. Familiarity with permitting software, geographic information systems (GIS), and document management systems is typically required. Strong organizational skills, attention to detail, and effective communication help ensure smooth coordination with government agencies, clients, and internal teams. These skills and qualities are essential for navigating complex regulations, meeting project deadlines, and reducing risks of non-compliance.

Job description

Permit TechnicianPosition Description

As a Permit Technician, you will support the permitting process for Cushing Terrell's growing portfolio of national retail and grocery projects, working on-site or hybrid out of one of our offices. You will join a newly created permit group as the department's second Permit Technician, working closely with the Permit Manager, project teams, and municipal jurisdictions to keep permits moving from application to issuance.

Day to day you will identify the permitting scope for each project, prepare and submit applications and supporting documentation, and track jurisdiction contacts and permit status across projects in all 50 states. No two days look the same, some submittals take 30 minutes, others involve dozens of pages and multiple rounds of coordination. You'll create clean, accurate submittals and a growing base of jurisdiction knowledge that speeds up every future project. Prior permitting experience is not required, we are looking for someone with a background in the architecture, engineering, or construction industry, strong attention to detail, and the ability to juggle multiple deadlines at once.

Within the first year, you will be managing 50 to 75 permits at a time across different stages, will have built strong working relationships with AHJs across multiple states, and will be contributing ideas to the processes and procedures this new department is still building. There is a real growth path here, from entry-level Technician toward a future lead role as the department scales, and the group's scope is expected to expand into other permitting markets over time.

Position Salary Range*

The expected salary range for this position is $51,000 to $57,000 annually.

Required Qualifications**
  • Experience in the architecture, engineering, or construction industry in some capacity, such as project coordination, construction administration, engineering support, or service coordination.
  • Strong computer skills, comfortable navigating multiple programs and browser windows simultaneously (Smartsheet, Bluebeam, Outlook, and similar tools)
  • High attention to detail, small errors in a submittal can result in costly delays
  • Ability to manage several competing deadlines and priorities at once
  • Adaptable and resourceful when a jurisdiction changes requirements or process mid-project
  • Comfortable with an iterative process that includes review comments and resubmittals as a normal, routine part of the work
  • Strong written and verbal communication skills
Preferred Qualifications**
  • Experience coordinating or managing permit submittals for commercial, residential, solar, or signage projects
  • Familiarity with permit requirements for grocery or retail projects
  • Smartsheet experience

Did you know that some people hold back on applying to jobs if they don't meet 100% of the listed requirements? We don't want you to hold back! If you check most of the qualifications above and believe you could successfully do the work, we encourage you to apply!

Position Responsibilities***

  • Track jurisdiction contacts and permit status across a growing portfolio of retail and grocery projects nationwide
  • Submit permit applications to the appropriate jurisdictions and coordinate through the review process, resolving comments and resubmitting until permits are approved
  • Partner with project architects and engineers to gather the documentation needed for each submittal
  • Build and maintain working relationships with Authorities Having Jurisdiction (AHJs) across multiple states
  • Maintain accurate tracking logs and status reports in Smartsheet to keep clients and project teams informed
