Description

Position Summary

Incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.

Duties and Responsibilities

Assist the District Maintenance Engineer with supervision of engineering staff of 30 and a labor force of 90, consisting of Highway Maintenance Supervisors, Foremen, HMW's, Laborers and Welder/Mechanics.

Manage the work of the labor force across all work shifts to set schedules, meet deadlines, partner between District areas where possible, and provide a safe and productive work environment.

Communicate and meet regularly with Depot Supervisors to provide direction and establish work priorities, and track through completion.

Review and approve work orders to ensure accuracy of information.

Review and approve purchase orders submitted by Depot Supervisors to support maintenance activities.

Work with the District Fleet Coordinator to establish the equipment needs for the in-house Maintenance section.

Maintain records of maintenance work completed using asset management, mapping and other available methods.

Act as District contact for emergencies and coordinate appropriate response. Work all emergency and weather-related events, including snow and ice.

Manage highway incidents by deploying the appropriate staff and equipment with the goal of maintaining a safe and efficient transportation system.

Supervise and manage all public feedback, provide means to address roadway and roadside issues and prepare appropriate responses.

Meet and communicate with the Public, Town, or State officials to evaluate and resolve highway issues.

As directed, coordinate with Maintenance Engineering for any contract work.

Review and approve overtime and time sheets. Coordinate with Depot Supervisors to ensure overtime is equitably distributed. Coordinate bi-annual and interim Union shift bids.

Perform other related work as required.

Signing Bonus

This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.

Qualifications Minimum Entrance Requirements

This requisition will remain open until filled; however, first consideration will be given to those applicants that apply within the first 14 days.

Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least four years must have been in a professional capacity, and (C) of which at least two years must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below.

Substitutions
  • I.An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*
  • II. A Bachelor's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of two years of the required (A) experience.*
  • III. A Graduate degree with a major in civil engineering** may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.

Special Requirement

Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
