Permanency Case Manager information

What is a permanency case manager?

Permanency case managers are professionals who work within child welfare systems to help children in foster care achieve permanent, stable living situations. Their primary goal is to ensure that each child either returns safely to their biological family, is adopted, or placed under legal guardianship. They coordinate with families, courts, and service providers to develop and implement plans tailored to each child's needs. Permanency case managers also monitor progress, advocate for the child's best interests, and offer support throughout the process. This role requires strong communication, organizational, and problem-solving skills.

What are the key skills and qualifications needed to thrive as a permanency case manager?

To thrive as a Permanency Case Manager, you need a background in social work or a related field, typically with a bachelor's degree and relevant licensure or certification. Familiarity with case management software, state child welfare systems, and documentation tools is essential. Strong interpersonal skills, cultural competence, empathy, and the ability to manage high-stress situations help you build trust with children and families. These skills are crucial for ensuring child safety, supporting family stability, and achieving positive permanency outcomes.

What are some of the most common challenges faced by permanency case managers, and how can new hires best prepare for them?

Permanency Case Managers often encounter challenges such as managing high caseloads, navigating complex family dynamics, and coordinating with multiple service providers. New hires can best prepare by developing strong organizational skills, maintaining clear communication, and seeking regular supervision or peer support to manage emotional stress. Building a solid understanding of child welfare laws and local resources also helps in providing effective support to children and families working toward stable, long-term solutions.

Job description

Description
Foster Care Case Manager
Bay • Saginaw • Midland Counties | Hybrid - Bay City | $43,880 / year
Every child deserves a safe place to land. As a Foster Care Case Manager at Wellspring Lutheran Services, you are that anchor - the consistent, caring adult who makes sure no child in the Great Lakes Bay area falls through the cracks.
The Work
This role puts you at the center of one of the most meaningful intersections in child welfare: the space between where a child is and where they deserve to be. You'll carry a caseload of children placed in foster homes across Bay, Saginaw and Midland counties - meeting each child face-to-face every month, learning their story, and making sure their care plan actually reflects their life.
You're not just managing paperwork. You're the person who notices when something has shifted - when a placement feels strained, when a parent is making real progress, or when a child finally starts opening up. You translate that knowledge into action: coordinating services, adjusting plans, representing the child's best interests in court, and connecting families to the community resources that can change their trajectory.
Your workdays will take you across the Great Lakes Bay region - into homes, schools, courtrooms and community agencies - with the flexibility of a hybrid schedule in the Wellspring office in Bay City and at home once trained.
What You're Working Toward
  • Safe, stable placements: Monitoring each child's home environment so they feel genuinely secure - and acting swiftly when something isn't right.
  • Family connections: Coordinating visits with parents, siblings, and relatives when it's safe and appropriate, preserving the bonds that matter.
  • Permanency: Preparing court reports, attending hearings and advocating for every child's path to a lasting, loving home.
  • Whole-child care: Ensuring every child's medical, dental, educational and behavioral needs are met, tracked and addressed.

What You Bring
You hold a bachelor's degree in social work or a related human services field. More than your credentials, you bring a steady presence for families under pressure - someone who shows up reliably, listens without judgment, and navigates complex systems without losing sight of the person at the center of it all.
Experience working with children and families is a plus. A valid Michigan driver's license and reliable vehicle are required, as this work takes you into the community every day.
Schedule & Compensation
Starting pay: $43,880 / year, based on experience
Hours: Full-time, 40 hours per week
Location: Hybrid - Bay City office and at home
Community travel: Regular home visits across Bay, Saginaw and Midland counties
Mileage: Reimbursement provided for all community and work travel
On-call: Rotation schedule with team; on-call pay provided
Benefits
  • Full benefits. Health, dental, vision, PTO, paid holidays, 403(b) with match, and DailyPay (access your earned wages anytime), Wellspring SupportLinc employee assistance program
  • Regular supervision + paid training. No matter if you've been in the field for one day or a decade, we invest in your growth and development.
  • Team atmosphere. A supportive team of fellow social workers and administrative support with documentation.
  • Nonprofit employer = PSLF eligible. If you have federal student loans, working for Wellspring counts toward Public Service Loan Forgiveness.
