Summary
Invictus Strategy & Solutions is seeking a Commissioning Manager to lead the planning, execution, and validation of commissioning activities for a large-scale central chiller plant project in Sweetwater, Texas. This role serves as the technical authority for system startup, integration, and performance verification, ensuring that all mechanical, electrical, and control systems are installed, tested, and brought online in accordance with contract requirements, design intent, and operational standards.
The Commissioning Manager will work closely with construction, engineering, QA/QC, and vendor teams to drive system readiness, lead functional testing, and validate performance across all operating conditions. This is a hands-on, field driven leadership role requiring direct involvement in startup activities, troubleshooting, and integrated systems testing. The ideal candidate brings deep experience in commissioning large scale mechanical infrastructure, with a disciplined and practical approach to system validation, reliability, and final acceptance.
This is a full time W2 position based on site in Sweetwater, Texas.
Key Responsibilities
Commissioning Planning and Execution
  • Develop and implement the commissioning plan aligned with project scope, schedule, and contractual requirements
  • Define testing procedures, system boundaries, and acceptance criteria across all disciplines
  • Integrate commissioning activities with construction, startup, and turnover milestones

Design and Submittal Review
  • Review design documents, control sequences, and equipment submittals for operability, maintainability, and commissioning readiness
  • Identify risks related to system startup, integration, and performance and coordinate resolution with project teams

Construction and Pre Commissioning Support
  • Coordinate with construction and QA/QC teams to ensure installation meets commissioning requirements
  • Verify completion of pre functional checklists and system readiness for startup
  • Participate in inspections, factory testing, and site readiness reviews

Startup and Functional Performance Testing
  • Lead startup activities for major equipment including chillers, cooling towers, pumps, electrical systems, and controls
  • Develop and execute functional performance testing across all operating modes and load conditions
  • Validate integrated system performance including sequencing, redundancy, and fail safe operation

System Integration and Performance Validation
  • Verify system capacity, efficiency, and reliability under real world operating conditions
  • Validate control logic, staging sequences, and optimization strategies
  • Support troubleshooting and resolution of system deficiencies during commissioning

Safety and Code Compliance
  • Ensure commissioning activities comply with OSHA, NEC, NFPA, ASME, ASHRAE, and applicable local codes
  • Verify operation of safety systems, alarms, interlocks, and emergency shutdown functions
  • Coordinate inspections with authorities having jurisdiction

Documentation and Turnover
  • Maintain commissioning documentation including test procedures, results, and deficiency logs
  • Ensure all deficiencies are resolved prior to final acceptance
  • Support development of commissioning reports, turnover packages, and owner training

Stakeholder Coordination
  • Serve as the primary commissioning point of contact for project stakeholders including the owner, contractors, and vendors
  • Lead commissioning meetings and provide status updates
  • Drive resolution of technical issues while maintaining schedule and quality objectives

Qualifications
  • Bachelor's degree in Mechanical Engineering, Electrical Engineering, or related technical discipline, or equivalent experience
  • Minimum 10 to 15 years of experience in commissioning, startup, or systems integration for large scale mechanical or industrial infrastructure projects
  • Demonstrated experience commissioning central utility plants, chiller plants, or similar large HVAC systems
  • Experience supporting design build or turnkey EPC projects
  • Strong knowledge of chillers, cooling towers, pumps, hydronic systems, and controls
  • Understanding of electrical distribution systems and building automation systems
  • Working knowledge of applicable codes and standards including ASHRAE, AHRI, ASME, NEC, NFPA, and OSHA
  • Experience with functional performance testing and system integration
  • Strong technical leadership with a hands-on approach to system startup and troubleshooting
  • Ability to read and interpret engineering drawings and sequences of operation
  • Strong planning, coordination, and documentation skills
  • Detail oriented with strong problem-solving capability

Preferred Qualifications
  • Certified Commissioning Professional, BCxP, or similar certification
  • Experience with large scale or mission critical cooling infrastructure
  • Experience supporting energy performance testing and system optimization
  • OSHA 30 Hour certification

The pay range for this role is:
