Security Level: Must meet applicable Department of Defense and Air Force personnel security and suitability requirements

Overview:

Emerge Solutions Group is seeking an experienced Data Analyst to support the Resource Management Office at David Grant Medical Center (DGMC), Travis Air Force Base. This position provides advanced data analysis, business planning, performance measurement, and decision support services to support the Defense Health Agency (DHA) Business Performance Plan and DGMC operational objectives.

The Data Analyst will analyze complex healthcare, operational, financial, and performance data; develop dashboards and executive-level reports; conduct business case and return-on-investment analyses; and provide actionable recommendations to support clinical and organizational decision-making. The ideal candidate has significant experience with DHA medical systems or equivalent civilian healthcare systems, advanced business intelligence and visualization capabilities, and the ability to translate complex data into clear recommendations for executive leadership.

Key Responsibilities:

  • Support DGMC projects and optimization initiatives through data analysis, data mining, coordination, recommendations, implementation, monitoring, and continuous improvement.
  • Provide timely and accurate business planning and analytical support for taskings originating from DHA, higher headquarters, Defense Health Network (DHN) Central, and DGMC leadership.
  • Design, analyze, and develop information products, technical reports, presentations, dashboards, and other data visualization products using Power BI, Tableau, or comparable business intelligence tools.
  • Recommend, design, create, monitor, and maintain performance metrics, dashboards, benchmarks, and comparative measurement tools.
  • Present monthly Business Plan Performance results to executive staff in concise, data-driven briefings.
  • Mine and analyze data from DoD Medical Mart (M2), MHS GENESIS Electronic Medical Record (EMR), DHA medical databases, data warehouses, and other authorized healthcare information systems.
  • Provide requested MHS GENESIS or DoD M2 data queries and snapshots within established contract performance requirements.
  • Develop Business Case Analyses (BCA), Return on Investment (ROI) analyses, and other technical reports and presentations to support resource allocation and organizational decision-making.
  • Conduct audits and quality assurance activities and provide analytical findings and recommendations to DGMC leadership.
  • Analyze current operations and information systems to identify opportunities for optimization, process improvement, and corrective action.
  • Develop strategies for integrating new or improved technologies with existing operational and information systems.
  • Conduct qualitative and quantitative impact analyses to evaluate proposed policy, program, or benefit changes.
  • Evaluate market viability, including demographics, competition, benefit penetration, and other factors associated with new services or optimization of existing services.
  • Provide analytical support for initiatives including federal sharing opportunities, Military Health System Support Initiatives (MHSSI), Military Construction (MILCON), manpower studies, and other healthcare optimization efforts.
  • Analyze and evaluate business strategies to determine feasibility, organizational impact, and return on investment.
  • Communicate complex analytical concepts, findings, and recommendations clearly to both technical and non-technical audiences, including MTF leadership and action officers.
  • Prioritize multiple projects and assignments to meet internal and external suspense dates and established performance requirements.
  • Maintain compliance with applicable DoD, Air Force, DHA, DGMC, HIPAA, Privacy Act, information security, and facility policies and procedures.
  • Complete all required initial and annual MTF orientation, privacy, information assurance, HIPAA, computer security, safety, and other position-specific training.
  • Perform other related data analysis, business planning, and decision-support duties consistent with contract requirements.

Minimum Qualifications:

  • Demonstrated experience providing analytical support within a military healthcare organization or comparable complex healthcare environment.
  • Demonstrated expertise in data analysis, business planning, performance measurement, and business intelligence/data visualization.
  • Proficiency with Power BI, Tableau, or comparable business intelligence tools, including development and maintenance of dashboards, metrics, benchmarks, and executive reporting products.
  • Knowledge of healthcare financial reimbursement methodologies, including Prospective Payment System (PPS), Medicare, Relative Value Units (RVU), and Relative Weighted Product (RWP).
  • Knowledge of healthcare resource management systems and functions, including MEPRS, DMHRSi, manpower, finance, referral management, and access to care.
  • Experience working with DoD Medical Mart (M2), healthcare data marts, data warehouses, source data systems, and MHS GENESIS, including an understanding of MHS GENESIS tables and processes used within Military Treatment Facilities.
  • Demonstrated ability to develop and evaluate Business Case Analyses, Return on Investment analyses, predictive models, operational strategies, and qualitative and quantitative impact analyses.
  • Ability to translate complex analytical findings into clear, actionable recommendations, technical reports, presentations, and executive-level briefings for both technical and non-technical audiences.
  • Basic Life Support (BLS) or Cardiopulmonary Resuscitation (CPR) certification.
  • Ability to successfully obtain and maintain all security, suitability, background investigation, facility access, and information-system access requirements associated with the position.
