Job description

Business Analyst (BA)

Hybrid - Harrisburg, PA $40hr - W2 Contract The Business Analyst (BA) will collaborate with stakeholders, development team members, the Bureau of Business and Service Management (BBSM), and the Project Manager (PM) within PennDOT's Project Management Office (PMO). This role provides advanced analysis, requirements support, testing coordination, and implementation assistance across iterative IT releases.

The BA is expected to operate independently, provide leadership within BA activities, and support continuous improvement of business analysis practices.

Key Responsibilities Business Analysis & Requirements Management
  • Provide a comprehensive, independent evaluation of existing efforts and business processes.
  • Facilitate requirements elicitation, prioritization, validation, and documentation.
  • Attend stakeholder sessions to gather and define business and system requirements.
  • Develop and maintain required documentation and deliverables.
  • Coordinate and manage open user stories and work items.
  • Maintain in-depth knowledge of PennDOT business processes and applicable Federal requirements.
  • Ensure adherence to digital accessibility regulations and standards.
Stakeholder Coordination & Communication
  • Serve as a liaison between development teams and business stakeholders to resolve issues.
  • Provide guidance on business analysis activities and support decision-making.
  • Triage production issues and coordinate resolution with technical teams and end users.
  • Prepare meeting agendas and document meeting minutes for assigned sessions.
Testing & Quality Assurance Support
  • Develop and/or maintain test management plans.
  • Coordinate system testing and user acceptance testing (UAT).
  • Coordinate and validate accessibility conformance testing.
  • Develop and update system (SYST) test scripts and test cases.
  • Document test results, identify gaps, and report system defects and issues.
  • Collaborate with stakeholders and developers to ensure timely resolution of defects.
Implementation & Release Support
  • Support Go-Live activities and implementation planning.
  • Capture and communicate changes to implementation schedules.
  • Update project documentation based on implementation outcomes.
  • Maintain BA deliverables and track changes through established documentation change management processes.
  • Compile Implementation Outcome Reports, including:
    • Session notes
    • Lists of required updates to existing documentation
    • Recommendations for future Go-Live planning
Qualifications Required Experience
  • Minimum of five (5) years of business analysis experience.
  • Ability to perform business analysis tasks independently with minimal supervision.
  • Strong knowledge of industry standards and best practices in business analysis.
  • Experience mentoring or guiding other analysts in BA activities.
  • Demonstrated ability to contribute to improvements in BA processes and practices.
