Job Overview:

The Director of Surveillance is responsible for the successful overall daily operations of the Surveillance Department at the Property and provides guidance and support to the Surveillance departments at other Wind Creek Hospitality facilities, in accordance with established company policies, procedures and objectives.

Duties and Responsibilities:

  • Oversees all activities within the surveillance room.
  • Ensures that all team members comply with state regulations, company policies, and departmental procedures.
  • Investigates and monitors any illegal activity.
  • Questions or interrogates suspected offenders of misdemeanors or felony acts.
  • Interacts with local, state, and federal law enforcement officials in the investigation of criminal activity.
  • Oversees the maintenance and upgrade of the surveillance system.
  • Advises management on internal control and policy improvements set forth to protect company assets.
  • Trains and supervises team members within the Surveillance Department.
  • Completes all paperwork in accordance with Illinois Gaming Board (IGB) and approved Wind Creek standards.
  • The Surveillance Department will be responsible for the following:
    • The clandestine surveillance of the operation of, and gaming conducted at, slot machines.
    • The clandestine surveillance of the operation of automated bill breaker, gaming voucher, coupon redemption and jackpot payout machines.
    • The clandestine surveillance of the operation of the cashiers' cage and any satellite cage(s).
    • The video recording of activities in the count room and the video recording of movements of cash and slot cash storage boxes.
    • The detection of cheating, theft, embezzlement, and other illegal activities within Wind Creek.
    • The detection of the presence of any person who is required to be excluded or ejected from Wind Creek Chicago Southland (WCCS) under § 230 of the Illinois Gambling Act (of the act) (relating to regulation requiring exclusion of certain persons; repeat offenders excludable from licensed gaming facilities) and section 10/13.1 and 10/11 Chapter 120, par. 2411 (relating to persons required to be excluded and underage gaming), or is self-excluded from the gaming floor and gaming activities at WCCS under § 10/13.1 of the act (relating to list of persons self-excluded from gaming activities) and Chapter 120 (relating to self- exclusion).
    • The video recording of those locations, persons, activities or transactions and of any illegal and unusual activities monitored by the Surveillance Department.
    • Providing immediate notice to appropriate supervisors designated in the internal controls, the casino compliance representatives and the Illinois State Police at WCCS upon detecting, and also upon commencing video recording of, any person who is engaging in or attempting to engage in, or who is reasonably suspected of cheating, theft, embezzlement, a violation of this part or other illegal activities, including any person who is required to be excluded or ejected from WCCS under of the act, who may be excluded or ejected from the licensed facility from the gaming floor and gaming activities at WCCS.
    • The clandestine surveillance of any slot computer system or equipment designated for coverage by the IGB in conjunction with the approval of Slot Machine System, including a Slot Monitoring System, Casino Management System, wide area progressive system, gaming voucher system and any communication equipment with the central control computer.
  • Reports indirectly to the General Manager and Executive Vice President (EVP) Chief Compliance Officer regarding administrative matters and daily operations.
  • Reports directly to the Poarch Creek Indians (PCI) Gaming Authority Audit Committee regarding matters of policy, purpose, responsibility and authority.
  • Possess a working knowledge of all department and company policies and procedures and Rules of Conduct and must enforce the same.
  • Manage staff and organize department functions in accordance with company guidelines.
  • Delegate tasks and department assignments or projects, meeting deadlines related to those assignments.
  • Direct others in completion of a task or assignment. Render advice, and provide expertise or judgment based on information gathered, studied, analyzed or reviewed.
  • Arrange timeline to complete tasks and department assignments or projects, and meet the deadlines related to those assignments.
  • Work on actual project or service to help achieve the objectives of the department.
  • Evaluate information to render an opinion or take action based on that information that will impact the department or function.
  • Focus on achieving the goals or objectives of the department using available resources (staff and budgetary).
  • Evaluate the schedule or timelines related to the completion of assignments, while maintaining service and/or product quality.
  • Develop staff skills to enhance department effectiveness and manage resources to eliminate excess cost or unnecessary expenditures.
  • Interview and make recommendation of candidates for new hire.
  • Determine if and/or when policy or procedural infractions by team members occur and issue the appropriate level of progressive discipline.
  • Responsible for the timely evaluation of all direct reports and conducting introductory period and annual performance reviews.
  • Maintains an open-door policy and addresses all team member issues and/or concerns in a timely manner.
  • Conducts skip level meetings with departmental management and line level staff.
  • Conducts divisional/departmental staff meetings at least once per month.
  • Develop a working knowledge of all IGB rules, regulations and Internal Controls applicable to your position.
  • Must read and understand WCCS’s Compulsive and Problem Gambling Plan with regards to how to conduct business in this position and specifically the regulations prohibiting service to minors and/or intoxicated persons.

Job Requirements: (please ensure you meet the listed requirements prior to applying)

  • High School diploma or GED – required
  • Bachelor’s Degree in a Related Field AND three (3) years’ experience in a Casino Surveillance Management position – required
    • OR Seven (7) years’ experience in a Casino Surveillance Management position – required
    • OR Five (5) years’ experience in a Surveillance Management position with Wind Creek Hospitality– required
  • Knowledge of Illinois Gaming Board regulations- preferred
  • Must possess excellent written and oral communication skills
  • Willing to work odd and irregular hours including nights, weekends, and holidays
  • Willing to travel and participate in training as recommended or required
  • Must have a valid and current State Driver’s License and an insurable driving record for purposes of driving company vehicles as required
  • Must have an Occupational License (or the ability to obtain and maintain a license) pursuant to the Illinois Gaming Act and remain in good standing with the Illinois Gaming Board as a requirement for this position
Base Pay:
  • Pay range - $113,200.00 - $154,250.00 (The base pay will depend factors such as experience level and skillset.)
