The United States Space Force (USSF) at Los Angles AFB, El Segundo, CA is searching for a Cost Analyst to support SSC/PCF (NH-0501-03, GS 12/13 equivalent).
Description:
This is a position requiring subject matter expertise across cost estimation, and earned value management. You will be a critical member of a team responsible for developing and delivering high quality, data driven, and defendable analysis for weapons systems/programs acquired for and managed by the USSF. In this role you will communicate the analysis of you and your team to senior leaders/peers and must tailor messaging to the relevant audience.
You will resolve complex challenges and lead cross functional teams that are geographically separated. Further, you will be responsible for reviewing all products for accuracy, completeness, and compliance prior to delivery to customers and decision makers.
As an expert, you will guide and perform the application, evaluation and administration of Earned Value Management Systems (EVMS) systems and data. You will lead and advise on contractor performance measurement systems and reports, contract cost and schedule performance, financial reporting requirements, as well as generate and deliver briefings. You will advise and consult senior USSF leaders in program management and finance on the viability of programs given challenging resourcing constraints.
You will lead and advise on estimates or projects that include but are not limited to: Sufficiency Reviews, Independent Government Estimates, Program Office Estimates (POE), Single Best Estimates (SBE), Service Cost Positions (SCP), Non-Advocate Cost Assessments (NACA), risk analysis, excursions, economic analysis, and Cost Analysis Requirement Document (CARD). You will provide inputs to support the Budgetary process and all acquisition milestones/events.
You will continuously provide recommendations to maximize the use of scarce resources internal to the cost estimating team including (manpower, funding, or other material resources) in order to drive efficiency, effectiveness, and productivity.
As a Cost Analyst, you will lead the development and implementation of analysis, mathematical models, computer programs to evaluate data and provide decision makers with analytics to inform decision making. You will lead or be actively engaged in meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.
You will accomplish professional development and maintain technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, and research & development organizations.
Ideal Candidate:
Proactive and analytical self-starter, excellent communicator, highly organized, customer/stakeholder focused; builds teams/relationships and works well with others, adapts well to change and willing to learn.
Prior experience performing cost estimating and earned value management for Space Programs and/or DoW Weapon Systems as GS-12 or equivalent. DoW Financial Management Certification a plus.
Key Skills and Abilities:
1. Knowledge of cost and earned-value management analysis techniques, tools, concepts and procedures applicable to acquisition programs from inception to disposal phase.
2. Knowledge of cost estimating, earned-value management, financial management and acquisition regulations, policies, guidelines, and processes.
3. Skill in leading projects or teams and working with individuals or groups.
4. Skill in using organizational resources to plan and schedule work effectively and adapting well to new demands or high-tempo work environment.
5. Ability to gather, assemble, evaluate and normalize data to prepare cost estimates/analysis, develop alternatives, identify funding requirements, generate reports, and make recommendations to solve financial or funding problems.
6. Ability to communicate effectively, both orally and in writing, to justify, defend, present, advocate, and/or advise on analysis results, financial processes, actions, and decisions.

  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training.
  • This position is part of the Acquisition Professional Development Program (APDP).
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
  • Satellite Agency Worksite arrangement may be considered.
