Introduction
\r\n\r\nThe State of Connecticut, Department of Revenue Services (DRS) is seeking to fill one (1) Payroll Clerk position in the Payroll Unit. The Payroll Unit is part of the Business Office within the Department's Fiscal and Administrative Services Division. PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for preparing and maintaining biweekly regular, overtime and supplemental payrolls for an assigned group of employees and independently performing various payroll support activities.\r\n
EXAMPLES OF DUTIES
\r\n\r\n Prepares biweekly regular, overtime, and supplemental payrolls;\r\n Reviews employee time cards and/or timesheets for accuracy and completeness and posts hours worked to master payroll cards;\r\n Reviews personnel and/or payroll change notices and posts changes and/or adjustments to master files, e.g. new hires, transfers, reclassifications, terminations, retirements, overpayments and/or underpayments, wage increases, deduction changes (health insurance, union dues and/or fees, credit union payments, charitable contributions, bond or sheltered tax annuity payments, group life insurance payments, etc.);\r\n Calculates gross wages;\r\n Notes deductions on worksheets and deduction summary sheets;\r\n Prepares and balances prelists for Central Payroll (Office of State Comptroller), noting both salary and deduction data OR codes standard payroll action forms in conjunction with computerized payroll system;\r\n Prepares and totals various deduction worksheets, e.g., Credit Union, Medical and/or Insurance Providers, etc.;\r\n Prepares and submits summary sheets and transmittal certificates OR detailed analysis of expenditure reports and expenditure certificates to Central Payroll;\r\n Verifies check register and printouts from Central Payroll against worksheets and records;\r\n Performs various clerical accounting functions such as calculating balances and postingcharges to expenditure accounts;\r\n Prepares supplemental payrolls such as longevity payments, vacation pay, promotional adjustments, etc.;\r\n Calculates and processes retroactive payments, collective bargaining increases and annual increments;\r\n Performs various clerical accounting functions such as calculating balances and posting charges to expenditure accounts;\r\n Verifies provider checks issued by Office of State Comptroller against own records;\r\n Verifies providers' bills in same manner;\r\n Keeps abreast of collective bargaining contract requirements and restrictions as related to payroll (dates for salary increases, overtime, shift differential and holiday pay restrictions, etc.);\r\n Responds to employee inquiries regarding paychecks and payroll practices and procedures;\r\n Maintains various records and files for payroll data and forms;\r\n May calculate workers compensation and/or retirement payments;\r\n May calculate and monitor payroll deductions for court ordered wage executions (garnishments);\r\n May consult division or facility supervisors regarding employee time recorded;\r\n Performs related duties as required.\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n\r\n Knowledge of\r\n \r\n payroll terminology, practices and procedures;\r\n basic accounting and bookkeeping principles and procedures;\r\n general office procedures;\r\n \r\n \r\n Skills\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n in performing arithmetic computations;\r\n \r\n \r\n Ability to\r\n \r\n read, understand and apply applicable contract guidelines and regulations;\r\n maintain records and files; ability to follow complex oral and written instructions;\r\n operate office equipment which includes computers, tablets, and otherelectronic equipment.\r\n \r\n \r\n\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of experience in bookkeeping, accounts payable or clerical work involving finances.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have involved payroll preparation.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.\r\n One (1) year as a Financial Clerk performing payroll duties may be substituted for the General and Special Experience.\r\n\r\n
PREFERRED QUALIFICATIONS
\r\n Experience performing payroll-related functions, including payroll processing, data entry, adjustments, or reconciliation;\r\n Experience using CORE-CT for Payroll and/or HR functions;\r\n Experience with EPM/Stars reporting;\r\n Experience with compiling, reviewing, and analyzing payroll data and preparing payroll reports;\r\n Experience communicating effectively with employees and other customers by telephone, email, and in person regarding payroll-related matters;\r\n Experience working independently, resolving problems, and adapting to changing priorities and deadlines;\r\n Experience working in Microsoft Office, particularly Excel and Word;\r\n Experience researching and applying collective bargaining agreement provisions related to payroll, compensation, leave, or other employee benefits.\r\n\r\n
SPECIAL REQUIREMENTS
Persons having responsibility for supervising or observing the behavior of inmates or custodialindividuals will be required to possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.\r\n
